BACKGROUND AND RATIONALE
The United Nations Office of Counter-Terrorism (UNOCT) was established through General Assembly resolution 71/291 in June 2017 to strengthen the capability of the United Nations system to assist Member States in implementing the United Nations Global Counter-Terrorism Strategy (A/RES/60/288). The United Nations Counter-Terrorism Centre (UNCCT), as part of UNOCT, promotes the delivery of United Nations capacity-building assistance to Member States, in collaboration with Global Counter-Terrorism Coordination Compact entities, as well as other partners at the global, regional and national level. At the global level, UNCCT has a Border Security and Management (BSM) Programme which aims to strengthen Member States’ capacities to prevent cross-border movement of terrorists and stem the flow of foreign terrorist fighters (FTFs) through improved border security and management.
Within the framework of the BSM Programme, a key gap to be addressed is the lack of good practices relating to border security and management in all modes of cross-border transportation of passenger and cargo in the context of counter-terrorism. Notably, cross-border movement of suspected or knows terrorists is not limited to the land and air modes of transportation, with increased spotlight on terrorist mobility, including FTFs, within the maritime domain. As such, all aspects of the maritime domain – both port facilities and vessels – are vulnerable to exploitation by criminal groups both national and transnational, as well as, potentially, those with terrorism-related intent. Against this background, the BSM Programme is currently implementing a project which aims, inter alia, to strengthen capacities within Eastern and Southern African countries to counter terrorism and stem the flow of FTFs through enhanced border security and management in relation to the maritime domain.
UNOCT-UNCCT has developed, in cooperation with the Global Counterterrorism Forum (GCTF), the UN Counter-Terrorism Committee Executive Directorate (CTED) and other partners, a set of “Good Practices in the Area of Border Security and Management in the Context of Counterterrorism and Stemming the Flow of Foreign Terrorist Fighters”. The BSM Programme foresees the expansion of the UNOCT/UNCCT-GCTF “Good Practices” to specifically address maritime-related threats and be reflective of both gender and human rights considerations. That will also include the delivery of two regional workshops to gather experts from the regions and provide advice on the elaboration of the document according to identified needs, realities and experiences.
DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Chief of the Countering Terrorism Section of UNCCT, and the direct supervision of the Head of the UNCCT BSM Unit, the incumbent will perform the following functions:
• Contribute to the organization and delivery of two regional expert workshops to provide advice on the elaboration of the “Compendium of Good Practices for Maritime Border Management in the Context of Counter-Terrorism” by providing expert advice in the maritime field.
• Provide expert advice on the development of a comprehensive “Compendium of Good Practices for Maritime Border Management in the Context of Counter-Terrorism”.
• Provide technical advice for the development of an implementation plan to ensure wider understanding and utilization of the “Compendium of Good Practices for Maritime Border Management in the Context of Counter-Terrorism” among Member States.
• Provide substantive inputs for the preparation of project documents, reports and other related written outputs as required.Qualifications/special skills
Competency: PROFESSIONALISM: Strong analytical capacity and excellent substantive knowledge of cross-border transportation modes relative to standard and advanced international practices; Expertise in maritime security; Strong evidence of project management achievement in the transportation security sector; Extensive and up-to-date knowledge of the operational and legal concerns and challenges faced by relevant actors in the field of cross-border transportation, with focus on the maritime domain. Shows pride in work and in achievements; Demonstrates professional competence and mastery of subject matter; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations.
PLANNING AND ORGANIZATION: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Academic Qualifications: Advanced university degree (Masters or equivalent) in social sciences: law, security, law enforcement, counter-terrorism or another relevant field. A first-level university degree in combination with two years additional qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of five years of progressively responsible experience in security issues, with significant experience in relation to the facilitation and delivery of training and/or workshops relating to transportation or border security. Experience in conducting training and/or workshops on rule-of-law based approaches of countering terrorism is desirable. Direct experience in border management and/or cross-border transportation sectors is desirable. Direct experience in maritime security and counterterrorism is desirable.
Language: English and French are the working languages of the United Nations. For the consultancy advertised, fluency in oral and written English is required. Working knowledge of French is highly desirable.
