Reports to: Program Manager
Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects at other locations in Afghanistan. Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time.
Working Environment: The candidate will work in a traditional office setting as well as construction and maintenance sites including exposure to the dangers inherent with such sites.
Work Schedule: This position works ten hours/day six days a week minimum. The candidate participates in a duty phone rotation and must be willing to quickly respond to emergencies and contingencies as they occur to ensure the continued 24/7 operations of the facilities.
Major Duties and Responsibilities:
Provides leadership and oversight for all aspects of operations and maintenance requirements on site.
Directs and coordinates activities of the entire project to meet goals in terms of performance, objectives/standards, service delivery, quality, and customer satisfaction; prepares project specific plans and long-range work schedules; delegates specific duties to subordinate leads.
Oversees general and specialized maintenance and repairs and small construction projects.
Manages a team of maintenance leads, technicians and assistants and provides supervision, training, and development for assigned associates.
Inspects work performed by tradesmen to ensure it meets specifications, codes and established industry standards.
Instructs staff in company work policies and procedures.
Reviews work orders and work order reports to ensure work is completed on-time and inspects equipment to ensure it is being maintained correctly.
Inspects and evaluates the physical condition of the facilities and grounds in order to determine the type of work required to meet contract requirements.
Ensures shop supervisors conduct inventory of current stock and order materials to ensure supplies and equipment are available in adequate amounts.
Investigates complaints about service and equipment and ensures corrective action follows.
Monitors system readiness, identifies problem areas, and responds to mission requirements to perform contract requirements.
Confers with staff in order to resolve performance and personnel problems.
Conducts meetings with trade supervisors to discuss project work, client’s concerns, and trade shop’s workflow.
Evaluates employee performance and recommends to Progam Manager personnel actions such as salary increases, dismissal or promotion.
Performs other duties as assigned.
Minimum Acceptable Experience and Qualification Levels:
The Site Manager shall have the following experience for this position:
The ideal candidate will have a minimum of 10 years’ experience in operations and maintenance services with a minimum of three years’ experience in physical plant and building operations of large facilities in a supervisory capacity.
The ability to evaluate operational effectiveness and develop/maintain effective operational control mechanisms.
Ability to collect, analyze and summarize data and prepare daily reports and work orders. Ability to deal with people with varied ethnic and geographic backgrounds.
Must have good organizational and communication skills and the ability to exercise sound judgment and make decisions independently.
Previous overseas experience in harsh environmental conditions is preferred.
Proficient in Microsoft Office – Word, Excel, PowerPoint and Project Management.
Education:
High school diploma or GED required.
Language Requirements:
Must be fluent in speaking, reading and writing English.
Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client.
Licenses and Certifications:
Licenses and/or certification in Trades is preferred.
Clearance: Must have an active Secret security clearance.
