Reports to: Deputy Program Manager – Principal (DPM-P)
PAE is currently seeking a qualified candidate to serve as the Logistics Manger. This individual will oversee the logistical support for all programs under this contract. S/he is responsible for managing the shipping and receiving department and directing and executing the physical inventory of supplies, raw materials, and finished goods under the contract. S/he is responsible for international shipping and receiving operations, and development of practices, manuals, and operational procedures. Applicants must be willing to live and work in Kabul, Afghanistan for the period of performance. The duties and responsibilities listed herein are representative of the nature and level of work assigned and are not necessarily all inclusive.
Duties:
• Ensure proper supply chain management procedures are in place to include procurement, warehousing, transportation, property and management of logistics resources.
• Manage the logistical process, in a transparent, efficient and cost-effective manner.
• Serve as the primary representative to the Government on all logistics, and support senior leadership by providing timely information on all property.
• Provide direction and oversight for tracking and managing warranties for existing and newly procured USG equipment in accordance with government and corporate policies.
• Coordinate regularly across area managers (Site, Procurement, Quality Assurance, Subcontracts) to ensure timely support for mission objectives.
• Understand the unique needs of the project team and develop new practices, manuals, and SOPs as needed to ensure compliance.
• Manage the shipping and receiving department, as well as directing and supervising diverse staff.
• Direct and execute the physical inventory of supplies, bench stock, ready supply, and GFE.
• Manage warehouse distribution operations and provide effective property oversight and risk mitigation strategies for property located in remote and difficult to reach environments.
Qualifications:
• Ability to integrate as an active and functioning member of a team.
• Ability to manage workloads effectively and prioritize tasks based on considerations of safety and mission importance.
• Advanced skills with Microsoft Excel and other Microsoft Office applications, particularly Outlook, Word, and SharePoint.
• Demonstrated ability to develop solutions to complex problems that require a high degree of initiative, ingenuity, logic, and/or creativity
• Detailed understanding of FPMR, FAR, and other applicable rules and regulations when managing USG property.
• Experience in logistics contingency planning and remote inventory monitoring.
• Experience with Cost Point, Dynamics and IBM Maximo or equivalent Enterprise Asset Management software.
• Must be able to work effectively under stress and pressure.
• Must have good relationship with subordinates, co-workers, supervisors, and staff working in other departments and on other programs
• Proficient computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
• Proven experience in designing and managing both large and small procurement operations.
• Regional experience/experience working in an austere setting highly preferred.
• Regional experience/experience working in an austere setting.
• Strong candidates will have demonstrated experience working in a culturally diverse workforce.
• Understanding of Six Sigma Methodology or project management procedures.
Requirements:
• Education: A Bachelor’s degree in associated discipline from a four-year college or university.
• Experience: Ten (10) years of experience in supply chain management or a related field. Strong organizational, analytics skills and high attention to detail.
• Security Vetting: Must be able to qualify for an Secret clearance. Must maintain eligibility at the required security level for the duration of the contract.
• Language Skills: Must be able to communicate effectively in English, both orally and in writing, with all levels of employees and vendors.
• Medical: Favorable passage of a drug screen and physical examination.
