Purpose of the assignment:
The project “Support to Sri Lanka on Counter-Terrorism” consists of four outcomes, focusing respectively on law enforcement (INTERPOL), criminal justice responses to terrorism, littoral border control and prisons. The International Consultant will support the implementation of Outcome 2: “Supporting the Government of Sri Lanka in developing a comprehensive policy and legislative framework for counter-terrorism that is fully compliant with the rule of law, human rights standards and fundamental freedoms, as well as enhancing the capacities of criminal justice actors to ensure their effective implementation.”
The position will be located within the UNODC Programme Office for Sri Lanka. The incumbent will work under the direct supervision of the Head of Office a.i., Programme Offices for Sri Lanka and the Maldives, Division for Operations, and the substantive guidance of the Chief, Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA)

Duties and Responsibilities

Background of the assignment:
Terrorism threatens the core values of the United Nations and represents an assault on the rule of law, human rights and international peace and security, affecting individual civil, political, economic, social and cultural rights worldwide. The European Union has identified terrorism as a major security and development challenge within its European Security Strategy and Counter-Terrorism Strategy. The Strategy and its related action plan underline the European Union’s commitment to combat terrorism globally while respecting human rights, making the world a safer place where citizens can live in freedom, security and justice.
Global forums, recent regional summits and terrorism threat assessment reports for the Asia-Pacific region highlight that South Asia is confronted with a rapidly transforming and transnational terrorism threat. The 2019 Easter Sunday terrorist attacks in Sri Lanka and the unveiling of a well-organized local violent extremist network with transnational links in the country have increased the awareness of Sri Lanka and neighboring countries of the need to reassess the threat posed by terrorism. These tragic events and prior attacks in the region more broadly warn of grievances and socio-political dynamics being exploited by terrorist groups, such as the Islamic State in Iraq and the Levant (ISIL, or Da’esh).
The global threat stemming from such challenges is exacerbated by the fact that many countries, including those in the South Asian region, lack the technical and operational capacity to tackle such issues, and face serious challenges in preventing, investigating and prosecuting terrorist cases within a rule of law-based framework. In response to these challenges and in line with its mandate, UNODC is implementing the project “Support to Sri Lanka on Counter-Terrorism” in partnership with INTERPOL and with funding by the European Union. The overall purpose of the project is to build institutional capacity to effectively prevent/detect, investigate, prosecute and adjudicate terrorism cases in Sri Lanka, in line with the relevant international legal instruments and human rights norms, standards and good practices.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in law, international relations, counter-terrorism, political science, criminology or related areas is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: Minimum 15 years’ work experience in relation to criminal law, particularly in issues related to terrorism and organized crime is required, with specific focus on counter-terrorism. Experience gained from consultancy work for other international organizations is desirable. Experience in Sri Lanka and/or South Asia is desirable.

• Extensive background in organizing and delivering technical counter-terrorism courses and strong training skills are required.
• Ability to access the main sources of information required for the position is required.
• Familiarity with the United Nations system and procedures is desirable.
• Experience in research and policy-level analysis is desirable.
• Strong writing skills are required.
• Ability to analyze and formulate strategies is required.
• Ability to establish effective working relations in a multicultural team environment is required.
• Capacity to communicate effectively; resource management; capacity to plan and organize programme effectively are required.

Language:
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations language is an advantage.
• Knowledge of local languages (Sinhala and Tamil) is desirable.
