WHAT WE DO
The ICRC is an independent, neutral organization providing humanitarian protection and assistance for victims of armed conflict and other situations of violence. It takes action in response to emergencies, works in protracted conflicts and other situations of violence and at the same time promotes respect for international humanitarian law (IHL) and its implementation in national law.

The ICRC Humanitarian Security Advisers are deployed all over the world to contribute to the organization’s mandate! Their duties focus either on managing and preventing the security and crisis risk, supporting field operations activities. The ICRC fosters an integrative approach and the Humanitarian Security Advisers work in close collaboration with other relevant ICRC departments to reach their objectives.

ROLE DESCRIPTION & MAIN RESPONSIBILITIES




Under the supervision of the Head of Delegation or Deputy Head of Delegation (Operations), the Humanitarian Security Adviser oversees all aspects of security and crisis management in the delegation.

ACCOUNTABILITIES & FUNCTIONAL RESPONSIBILITIES



Participate in strategic operational reflections and contribute to the ICRC local analysis of the humanitarian, political and security environment.
Supports senior management in balancing security imperatives with operational imperatives to stay and aid victims.
Ensure and coordinates the accurate functioning of the ICRC Security Management System and accompanying tools, protocols, and processes;
Manage Delegation security team and ensure connections with other functional units holding relevant security/safety technical files;
Provide training and mentorship to staff where needed develops drills. Follow-up on the overall evaluation of staff capacity in security management and training received.
Develop/maintain a network of relevant external partners in the related area.
Connect with and supports where required other members of the International Red Cross and Red Crescent Movement in security management.
Manage security crisis situations as per ICRC protocols.
Engage with ICRC security advisors in peer-to-peer exchanges, share standard methodologies within the Delegation and the ICRC Security & Crisis Management Support Unit.

REQUIRED SKILLS AND EXPERIENCES

University degree in security and crisis management or equivalent.
Proven experience in crisis and security management and (security) risk management.
At least 10 years of professional experience in technical security management including significant humanitarian professional field experience with a successful track record in managing security.
Fluency of English (minimum C1 level) is mandatory.
Good command of French is a very strong asset (minimum B2 Level).
Good working knowledge of Spanish, Arabic, Russian or Portuguese is an asset (at least B2 level).
Computer proficiency, especially good knowledge of excel. Knowledge of GIS tools, or tableau an asset.
Humanitarian landscape, security environment and the evolution of conflicts and other situations of violence knowledge.
Experience in planning and organization with a highly methodological approach.
Analysis-thinking and decision-making skills.

OUR OPERATIONAL AND FIELD CONSTRAINTS

Aligned with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
Candidates who have more than one nationality are encouraged to indicate this information as it is relevant for deployment reasons.
Applicants must possess a driving license for manual transmission vehicles.
Applicants must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children, or dependents) for a minimum of six months.
Candidates selected need to be in good health and will have to do a medical check-up prior to departure in the field.
