The primary objective of the Humanitarian access & Security manager is to contribute to ensuring the safety and security of HI’s mission, staff and goods in Libya at all times and to support the feasibility and achievement of planned activities through ensuring robust risk analysis, security frameworks and tools and protocols are in place and effectively implemented. The secondary key objective is to build capacity in safety and security management across the programme team at all levels. Finally, the third key objective is develop HI’s capacity to analyse, dialogue, and negotiate in order for populations to fully access humanitarian aid.
Under the responsibility of the Country Manager and in close coordination with project and support staffs, the Humanitarian access & Security Libya manager will be in responsible to:
Ensure follow-up and analysis of the political, conflict and security context and trends in Libya;
Lead on a comprehensive security assessment and formulate recommendations designed to facilitate international staff visits to Libya on a short and on a long-term basis, and lead the follow up of implementation of the recommendations;
Support the regular analysis and formulisation of risks and threats for the overall programme and the implementation of mitigation measures;
Lead the review and implementation of adapted security procedures to ensure programme continuity, project monitoring and increased international staff presence;
Design and deliver a series of capacity building initiatives to ensure sound understanding amongst teams on the programme’s security framework and processes;
Maintain and expand HI’s external relationships with relevant security, context and access referents of other international agencies
Job description:
1) Contribute to the country strategies in line with the global strategies: steer security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources
2) Standards and Accountability: ensure respect and application of HI standards, with regard to policy, processes and tools;
3) Operational security management: gain a thorough understanding on security issues in Libya, in link with neighboring countries and develop an effective and efficient security related information collection;
4) Representation and coordination: represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Country Manager; maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental or non-governmental entities if required;
5) Training and management: assess risk behavior from HI staff (national and international) of the mission; provide training and on the job training toward persons who have security responsibilities in the mission;
6) Humanitarian Access: continually analyze the humanitarian context, identifying challenges to access, opportunities for improvement, and key actors.
PROFILE SOUGHT :
Qualification(s):
• Formal education/training in political studies, conflict, security or humanitarian studies
Experience :
• At least 3 years of relevant professional experience in the humanitarian sector, preferably in a contemporary conflict context in the Arab or African world
• Proven experience in developing and implementing analysis, planification and reporting tools
• Proven experience in working or opening access in sensitive conflict areas
• Experience in providing training and capacity building with international and national staff
• Experience living and working in Libya would be an asset, understanding of the region and country context
Skills :
• Highly developed analytical, reporting, interpersonal and communication skills including influencing and negotiation
• Demonstrated training and mentoring skills
• Excellent networking capacities for building constructive relationships government bodies and humanitarian actors
• Professional proficiency in English and Arabic (written and verbal)
• Strong IT skills, including the use of GPS and mapping software

• R&R : 1 day of R&R for 8 days spent inside Libya
• Housing : taken in charge by HI
