Result of Service

The consultant canine (K9) expert will work under the overall supervision of the Representative or his/her designee and the direct supervision and guidance of the counter narcotics, law enforcement program managers and liaise with UNODC’s project coordinators in accordance with the duties specified herein.

The consultant canine (K9) expert will be entrusted with substantive responsibilities in providing technical expertise and advice relating to all aspects of the CNK9 centre project including UNODC’s construction design, and procurement of necessary equipment, food and all necessary items to facilitate the running of a high-quality functioning CNK9 centre, in close liaison with the Law Enforcement Expert (K9) and the Consultant Design and Construction Expert.

The consultant will be Kabul based, but missions to other countries will be undertaken when necessary.

The key tasks of the canine (K9) expert will be:

• Undertake travel to Russian Federation as required observing the methodology used in the training of the CNPA dog handlers and ensuring that training is continued and enhanced on return of the handlers and dogs to Kabul.
• To provide technical assistance to the Consultant Design and Construction Expert to draw up the architectural program and specifications for proposed CNK9 centre extension to include a training centre.
• Prepare a CNK9 operations plan and advise K9 centre staff in the implementation.
• To provide technical expertise in the procurement of all such furniture, equipment, food, and ancillaries necessary for the functioning high quality CNK9 centre
• To identify potential candidates as trainers and create Standard Operating Procedures (SOP) for the creation of a training capacity within the K9 centre.
• Review and amend as necessary current Standard Operating Procedure (SOP) to ensure quality management and operation of CNK9 centre.
• To perform all and any tasks related to the CNK9 project relating to the correct procedures in areas of management of the CNK9 centre, health, training and treatment of the counter narcotics K9
• To perform any other task as assigned by Representative.

Duties and Responsibilities

UNODC and its partners has provided constant assistance the Government of Afghanistan to enhance its counter narcotics capacity through training, mentoring and the provision of technical and logistic support to the Counter Narcotics Police of Afghanistan (CNPA), Afghan Border Police (ABP) and Afghan Customs Department (ACD) in areas such as Mobile Detection Teams (MDT), Airport Interdiction Units (AIU) and Border Liaison Offices (BLO). According to Afghan officials, the majority of seizures made by Afghan law enforcement agencies are intelligence based and only 15% of the drugs seized are as a result of law enforcement interventions using detection equipment and tools. The establishment of alternative, effective detection methods, especially specialized canines (K9) will greatly enhance the interdiction efforts.
As the counter narcotics law enforcement authorities in Afghanistan do not currently possess a K9 capability and given the difficulty of establishing such expertise from zero, extensive and continuous support from the international community is necessary to build these services.

The objective of this project is to develop and implement a comprehensive strategy for the introduction of a counter narcotics K9 capacity in Afghanistan through the establishment of a functioning Counter Narcotics K9 Unit in Kabul.

Therefore, it is deemed necessary to engage a consultant to provide expert services relating to health, handling, training and well-being of the canines of the CNK9 unit and provide expert guidance on the running of a K9 centre to the highest standards in Kabul under AFG/Z87 Sub-programme 1 – Law Enforcement (Country Programme for Afghanistan 2016 -2019).

The objective of this assignment for the Consultant –Canine (K9) Expert is to ensure high level technical assistance to UNODC in all areas of counter narcotics K9 practices including the health, handling, training and well-being of the canines. Assisting in the implementation of best practice in the design of the CNK9 centre extension to be constructed and advise on the running of the CNK9 Centre to ensure highest standards are met and maintained.


Qualifications/special skills

Academic Qualifications: An advanced university (Master's degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or military training institution, with specialization in criminal justice, crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: At least 10 years of work experience as a detection K9 handler and progressively responsible professional experience in detection of counter narcotics, explosives or similar fields are required. Knowledge and experience in the position of kennel master with certifiable references is required. Demonstrated experience in the administrative management of a K9 centre (minimum 15 dogs) is required. Experience of working in difficult and hazardous environments would be considered desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
