UNOPS is looking for a Security Risk Management Advisor-Retainer to help prepare a Security Risk Assessment and a Security Management Plan for the Project.


Functional Responsibilities

As part of the World Bank’s requirements set out in the Environmental and Social Framework (ESF), project implementation needs to be supported by a rigorous Security ManagementPlan (SMP). The SMP is to set out the ways in which the Government of the Republic of Mozambique will ensure security protection, emergency responses and duty of care to all project workers and project-affected parties.

Given that the Project will be implemented across a broad geographical scope, and in a highly fragile environment, the SMP needs to be based on a detailed Security Risk Assessment.

Potential security risks and impacts of the Project are related to ensuring security for project operations including the protection of project workers, beneficiaries and other project-affected persons; challenges in access to beneficiaries for meaningful stakeholder and community engagements as well as grievance redress and monitoring due to insecurity; and risks emanating from the deployment of armed security guards in project interventions.

UNOPS is looking for the services of a highly skilled Security Risk Management Advisor-Retainer that will be contracted to develop the two products.

The Security Risk Management Advisor-Retainer will report to the Senior Project Manager, and collaborate closely with the UNOPS Environmental and Social safeguards team and other Implementing partners in the preparation of the Security Risk Assessment and the Security Management Plan.

Review all project documentation and liaise with relevant stakeholders (UN, Government, Security forces operational in the area, private sector where relevant)

Conduct a Security Risk Assessment of the project areas in Northern Mozambique.

Based on the Security Risk Assessment, prepare a Security Management Plan for the NCRP in line with international best practice and in accordance with ISO 31000, Risk Management – Principles and Guidelines.

Ensure that the Security Management Plan is in line with the provisions of the World Bank’s Environmental and Social Standard 2 (ESS 2) on Labor and Working Conditions and ESS4 on Community Health and Safety

Support the UNOPS Team in contracting a Project Security Officer

Support the Project Security officer in creating Workplan

Capacity building of local Security Management Officer


Education


Advanced university degree in Social or Political Science, Law, Public Administration, Business Administration or Security Management is required OR; a first level university degree in Social or Political Science, Law, Public Administration, Business Management or Security Management with an additional two (2) years of relevant working experience, will be accepted in lieu of an advanced university degree.


Experience

At least 7 years of relevant experience working in the security management or similar fields is required
Experience in analyzing security risks and developing mitigation measures is desired
Experience in ISO 31000, Risk Management – Principles and Guidelines is desired
In-depth experience in Mozambique is desired
Experience with World Bank Environmental and Social Framework or the development of Security Management Plans for World Bank-funded projects desirable.

Languages

Excellent written and spoken English language is required
