Description
We recruiting a Police Investigative Mentor for Somalia who will help develop a competent, self-sustaining Somali civilian counter-terrorism unit in Mogadishu that has investigation skills to run proactive human rights compliant, intelligence-led terrorist investigations (supported by external oversight, training and mentoring) through from pre-arrest, arrest, pre-charge detention, investigation, remand, prosecutions and post-trial detention.
Roles and Responsibilities
Train and mentor a police counter-terrorism unit to develop their capacity and capability to run joined-up investigations, and work towards the sustainability and self-sufficiency of the unit.
Provide input into the strategic development of the unit’s integration with the Somali Police Force.
Engage various project stakeholders, interlocutors and beneficiaries.
Deliver training and mentoring in line with the current programme planning, including allowing for the cadre to deliver some modules and therefore strengthen their skills as part of the long-term sustainability ‘Train-the-Trainer’ model.
Develop an extensive training programme for the investigations function that could include:
Operational training such as intelligence development and evidence gathering.
Scene of crime training.
Human rights compliant custody and detention.
Build and develop strong relationships with the SPF and other international donors to ensure complementarity with other policing projects and integration with the wider SPF.
Advise HMG and the Federal Government of Somalia on police training facilities.

Recent experience of effective policing delivery with significant experience as a counter-terrorism investigator.
Excellent inter-personal and communication skills
Experience of wide-ranging stakeholder engagement, including experience of working with the Government, international partners and military personnel.
A track record of delivering strategic results through complex and challenging programmes in fragile and conflict affected states
Experience of effective human rights compliant police investigations delivery
Gender and conflict sensitivity training is desirable.
A minimum of Security Check (SC) clearance by the start of the project, or the willingness to undergo at least SC clearance.
Current DV clearance, or the willingness to undergo DV clearance should the need arise.
Experience and knowledge of Somalia and the wider East Africa region is desirable
Train-the-trainer experience is desirable
