Key Areas Of Accountability:
Ensure the adherence of security and safety guidelines by all staff at all field offices in Rakhine Area
Monitor the implementation of security and safety guidelines and submit reports on finding and recommendation to Head of Rakhine Area and Security & Government Liaison Coordinator in monthly
Providing Face to Face Security Briefing to National /international visitors to Rakhine with record keeping. Update the security briefing package as required and prepare presentation slides
Conduct monthly discussion with SSFP (Safety and Security Focal Person) and sharing information
Carry out and Update Security Risk Analysis for field offices collaboration with Field office Manager and SSFP. Provide safety and security guidance due to findings of analysis
Ensure security equipment are fully in placed in every field offices such as fire extinguishers, First Aid Kits, Helmet, and Lifejacket. That equipment are checked and fulfilled regularly.
Lead in preparing security plans such as Evacuation/Relocation plan, Safety and Security Management Plan, Communication Tree, Security annual work plan etc.., for each field offices in Rakhine. Support in conducting drills.
All security related incidents are monitored, recorded and report including developing incident tracker to Head of Rakhine Area office and Yangon Security unit.
Shared the update situation and recommendation to related field office in Rakhine
Encouraging to Tsp: S&S Focal to develop Tsp communication tree and emergency contact listed and checking the accuracy.
Developing Rakhine Areas’ Safety & Security Mapping t consultation with S&GLC and Sr Safety & Security Manager
Trainings and Support
Provide Safety and Security induction to new joining staff within a week after joining date.
Organized and provide relative training together with Safety & Security Coordinator and Manager from Yangon.
Provide Safety & Security awareness and S&S protocol for all field staff
Make sure all new staff in Rakhine pass the SCI Personal Safety and Security course and get certificate of completion, Staff with invalid certificate renew the PSS by trying the test again.
Organized firefighting / First Aid / and Emergency Preparedness Plan / Disaster Risk & Reduction and other trainings as required through collaboration with local department, S&GLC and Sr Safety & Security Manager.
Providing relative S&S awareness and trainings to Office Security Guards / Office Car driver with at least two month/time with update information sharing.
Arrange S&S training for Tsp; S&S Focal quarterly leading by Sr Safety & Security Manager / Coordinator – Head Office.
Developing staff’s filed trip tracker through coordination with Office Administrative Focal
Preparation and collecting update information and share to S&GLC/HAO for Rakhine Area’s SitRep report monthly
Support in preparation of Tsp; Security Risk Analysis Plan and submitting report to S&GLC, HAO and Sr. SS Manager monthly.
Share the safety & security concern and risk analysis information to respectively Area Program Leads for proposal development.
Make sure Emergency Relocation/Hibernation Plan are in place at all respective field offices and can be put into practice
Assist in staff relocation, hibernation in cases of emergency and medical evacuation. Assist in Rapid Assessment for Emergency Response if necessary
Collect necessary data from all program in the area and prepare monthly TA for all national and international staff with together S&GLC to submit line department (DSW) and CC at Sittwe
Confirmed with all program that data requested from individual program is already adjusted before submitting to DSW and CC.
Follow up all TA approval which are pending or running at CC level and give feedback to line manager
Assist and organize international staff travel to all camps and project villages in the region
Coordination and representation
Coordinate with Field Office Managers and Security Focal, check Operation Standards of all field office. Monitor the implementation of S&S guidance and submit reports on finding and recommendation to Area Operations
Participating in Rakhine Area’s Safety & Security Cluster Meeting and sharing meeting minutes to S&GLC and Sr Safety & Head of Area Office.
Coordinate with UNDSS’s S&S Focal and sharing update, consultation and required support.
Represent SCI’s S&S Focal depend on S&GLC delegation.
Communications:
Contact regularly with Tsp Leads and SS Focal for any safety and security related tasks
Work closely with the Tsp: Leads and SS Focal in Rakhine and the S&GLC to monitor and mitigating security threats or risks
Ensure smooth and regular information flow among Area office and Yangon, especially in regards to safety and security, logistics and local and state government representation and coordination
Experience working in conflict settings and employing Do No Harm and conflict sensitive approaches to programming and staff development
General :
Monitor and provide analysis of the ground situation in the project area to inform the Consortium and programming as well as to update and inform to S&GLC and HAO regarding operational and security issues and risks
Ensure that all programmed staff and all activities employ a conflict sensitive approach, including overseeing do no harm, conflict sensitivity and peacebuilding training to staff and other stakeholders
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience
Assist and support any other relative activity if the supervisor needed and requested
