Duties and Responsibilities
Task 1: Prepare a brief situation analysis in the area of security
As a first step, the Consultant will familiarise herself/himself with the analytical work prepared so far in the process of design of the SDGs Framework and the content of the document. Moreover, the Consultant will get acquainted with the relevant legal framework as well as with other relevant policies and strategies in the security sector, as well as requirements and policies stemming from the country’s accession process into the European Union (EU) - i.e. relevant directives, Western Balkans Green Agenda, etc.
Following the review of the materials, the Consultant will be expected to draft a brief situation analysis in the area of security (up to 5 pages), reflecting the relevant development accelerators and drivers identified within the SDGs Framework in BIH, the EU requirement and presenting key development potentials, bottlenecks, trends and projections that should serve as a basis for actual planning of the BIH institutions in the mid-term period in the security sector.
The draft situation analysis will be shared with BIH DEP and the UNDP Project Team and subsequently presented at a workshop with the aforementioned Working Group to obtain feedback and comments. Moreover, the Consultant will support the Working Group in conducting a SWOT analysis in the given sector. Following the workshop, the Consultant will finalise the analysis, incorporating results from the workshop. The final version of the document will be submitted to BIH DEP and the UNDP Project Team for validation.
It is envisaged that this task will be delivered in the period early April 2021 and the level of effort will not exceed 7 expert days.
Task 2: Support the mid-term planning process in the area of security at the BIH level
Based on the situation analysis prepared under Task 1 and based on other relevant documents including the SDGs Framerwork in BIH, the Consultant will support the Working Group in identifying key development challenges and accelerators in the area of security and proposing strategic goal(s) along with target values and indicators, taking into account and reflecting the relevant accelerators, drivers, SDGs targets and indicators set within the SDGs Framework in BIH.
Following this, and upon consultations of the proposed goal(s) with a wide range of institutional stakeholders that will be organised by BIH DEP, the Consultant will support the further process of defining relevant priorities and proposing specific measures to achieve those priorities as well as the targets set within the SDGs Framework in BIH.
Task 2 will be conducted through 2 workshops of the Working Group as well as desk work. Final outputs will be submitted to BIH DEP and the UNDP Project Team for final validation.
It is envisaged that this task will be delivered in the period April – May 2021 and the level of effort will not exceed 5 expert days. The entire service will be delivered in BHS languages.
Required Skills and Experience
Academic Qualifications/Education
University degree in security studies, governance studies or other relevant field. Advanced degree will be considered an asset.
Experience
More than 5 years of progressive experience in design of development measures and policies in the field of sustainable development, particularly security;
Previous experience in conducting security analyses, identifying trends and challenges for sustainable development in BIH;
Previous experience in conducing analysis of both qualitative and quantitative data;
Previous experience in facilitation of public consultative policy development processes in Bosnia and Herzegovina;
Proven analytical skills and ability to conceptualise and write concisely and clearly;
Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives and other stakeholders;
Ability to work as a team player in a complex working environment.
Good understanding of Agenda 2030 is considered an asset.
Languages Requirements
Fluency in BHS languages.
