About the Position
TJFACT is seeking to hire a Law Enforcement Advisor – Level 3 to join our team in support of the Department of State – INL Bureau – U.S. Embassy in Abidjan, Cote d’Ivoire!

The Law Enforcement Advisor, referred to as Advisor for the remainder of this document, assists INL, the Embassy, and the GOCI in their collaborative effort to build the capacity of the Ivorian law enforcement professionals to perform their duties effectively in accordance with international standards of human rights, as they work to reduce domestic and transnational crime, promote public safety, counterterrorism, and ensure that Ivoirians have access to a functioning and fair justice system.

Duties and Responsibilities:
Propose specific project plan(s) within the context of the Embassy Integrated Country Strategy to the Political-Economic Section during the tenure of this position in pursuit of the goals described in the above Position Description.
Aid in implementing above mentioned project plan(s) agreed upon by the US Embassy and INL/AME Africa Team Leader.
Aid in producing a monitoring and evaluation plan with program benchmarks after assessing necessary developments within the law enforcement structure in Cote d’Ivoire, in order to effectively measure the progress of this overall program.
Provide subject matter expertise in law enforcement/police organizational development and police functions.
Demonstrate and provide knowledge of international police development, including current USG assistance programs that foster police reform and capacity building.
Provide policy and programmatic technical advice.
Aid in the training and mentoring of law enforcement.
Communicate complex issues in a timely and concise manner, both orally and in writing.
Aid in integrating comprehensive approaches with other USG agency activities.
Cultivate, support, and maintain relationships with a wide range of influential Ivorian professionals (governmental and non-governmental) essential to the success of security sector capacity building objectives.
Provide recommendations, based on data gathered while consulting with the GOCI, to the U.S. Embassy and INL on targeted assistance to law enforcement that could include progressive institutional structure, processes, and practices. All recommendations shall focus on facilitating continuous improvement in organizational and operational development, training initiatives, and building law enforcement leadership.
Identify training requirements on key elements that encourage fair and effective policing with respect to protecting human rights.
Provide training on topics such as modern policing strategies, civilian-focused service delivery, information-led investigations, evidence-based prosecutions, and systems for internal and external police accountability.
Identify and provide innovative leadership and management opportunities designed specifically for Cote d’Ivoire police.



Required Skills and Experience:
U.S. Citizen or Third Country National (TCN).
Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field (08 years professional law enforcement experience can be substituted).
Eight to twelve years of experience with U.S. law enforcement or military, experience briefing in English.
Preference of demonstrated experience working overseas in an Embassy environment.
Two years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs), experience briefing in French and English.
Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.

Preferred Skills and Experience:
At least three (03) years of demonstrated experience with program management or four (04) years of experience as a law enforcement related advisor.
At least four (04) years of demonstrated experience living and working in developing countries.
Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective.
Language proficiency in French – Comfortable working in French at or above the Foreign Service Institute’s defined 3/3 level or equivalent (Fluent). Demonstration or proof of language capability required, unless the individual is a native French speaker. The Police Advisor will be embedded with the Ivoirian Police and must possess a high degree of proficiency in French, which requires fluent conversing with the Ivoirian official contacts on a daily basis.
