Head of Protective Security Mexico
Role purpose
Protective Security (PS) has responsibility for managing physical risk and a number of additional security related responsibilities. Physical Risk arises from a number of different sources which are primarily criminal in nature or intent – armed robbers, opportunist thieves, organized gangs, terrorists, social or political activists, vandals etc. Protective Security also manages a number of activities which fall outside this including executive/close protection, event security, traveler security, personal risk assessments, kidnap and ransom.
The Regional Head of Protective Security provides leadership and guidance for all the PS teams in the region and advice and support for HSBC sites with no local PS staff. The role holder has a number of core areas of responsibility for their specific geographic region:
Operationally oversee all Protective Security activity for the region
Formal control owner for countries lacking a GCB 4 head
Manage the response and resolution to any material security incidents
Manage the regional Protective Security team
Provide clear strategic direction and leadership
Build trusting relationships with key stakeholders based on a common understanding of roles and responsibilities
SME for Protective Security
Ensure that country PS teams work in alignment with global and regional policy, Protective Security standards and applicable local regulations
Control Management
Accountable for all PS controls owned by Protective Security in the region
Accountable Control Owner for country control instances where a suitable, local, GCB 4 lead is not available
Ensure the effective execution of all Protective Security controls owned in the region
Ensure controls operate in line with policy, established procedures and standards and in accordance with local law and regulations
Plan and manage appropriate control monitoring ensuring alignment with agreed regional and country standards and the requirements of the Op Risk framework
Manage identified issues ensuring that required mitigating activity is prioritized and actioned as appropriate
Review and update controls in line with changes to the risk environment
Provide control reporting as required by Protective Security, HOST (local, regional or global) or other stakeholders
Actively contribute to Risk and Control Assessments providing an expert view of the effectiveness of the mitigating controls
Where control elements are operated by teams outside of Protective Security ensure, through advice, guidance and a schedule of testing, that minimum control standards are being met
Manage the Regional PS Team
Build and motivate a supportive, engaged and challenged local Protective Security Team
Responsible for objective setting, performance management and assisting with development for all direct reports
Help steer team members, where required, to develop fully into their role, providing coaching and guidance as required
Create a team culture where openness and ideas are welcome and encouraged
Contribute to local compensation and grade review process
Country Protective Security Teams
Provide guidance to country teams and assist them in understanding and performing their local control responsibilities in line with global and regional mandates and guidance
Ensure country protective security operating procedures are produced and maintained
Security Incident Response:
The role holder, as the most senior PS SME in the region, should provide appropriate assistance to enable the swift resolution of live incidents
Ensure a fully managed response to all incidents involving criminal actions, such as branch robbery, ATM burglary, break-ins, kidnap/hostage/extortion demands, threats against staff and terrorist activity against the Bank, staff, premises or assets
Liaise, co-coordinate and provide advice and guidance to Country Heads, Security Managers, Business units, Senior Management, Executive Management and police where appropriate
For significant incidents work with BCIM, CS and relevant businesses to ensure that appropriate Incident Management forums are invoked when appropriate
Ensure an investigation is carried out into the cause of incidents and that resulting actions are agreed
Job Context
The role holder is involved in all aspects of the physical security of HSBC buildings, people and assets together with assessing new or emerging threats of a terrorist and political nature
The job holder is required to work interactively with internal colleagues to reach an acceptable and defensible risk assessment on a variety of issues
Major Challenges
Operating at regional Level requires a significant level of control and communication and substantial support from the country teams (CS, COO and PS Country Heads)
HSBC staff and buildings are geographically spread, the threat and risk profiles for any particular region will vary based on local and regional events
HSBC staff and building are often located in countries or locations which may be regarded as having a high inherent security risk
The size and reach of HSBC makes it a potential target for criminals and terrorist groups
Regulators are not consistent in their approach in all countries and therefore flexibility of response is required locally
Major strategic projects such as significant new builds, including data centers will require tailored planning

Certifications, Qualifications & Experience
Extensive knowledge of the Bank structure, its processes and dependencies.
Significant protective security management knowledge, understanding and practical experience
Detailed understanding of Protective Security controls, techniques and their application
Significant awareness of third party influences on our ability to operate.
Strong presentation skills and ability to communicate and negotiate with all levels of management
Ability to be a self-starter and an innovative thinker
Exceptional organisational and planning skill
Relevant industry qualifications and relevant membership to professional bodies
Fluent in Spanish and English
