Location: Mbuji Mayi, DR CongoKey roles and responsibilities include
Work closely with other security officers to develop appropriate and user-friendly security management procedures and guidelines
Support the COP, DCOP and Director Kasai Oriental to ensure that the security situation is monitored in all geographic areas of the PROSANI USAID program and that regular security checks are undertaken and appropriate actions are taken by line managers
Facilitate the implementation and maintenance of agreed security procedures, ensuring that all employees know and adhere to these guidelines and are fully informed of any changes in security levels or procedures
Develop and maintain a travel management tool to follow the movement of local staff
Coordinate with the COP, DCOP, Kasai Oriental Director, and administrative and logistical staff to ensure that appropriate administration, communication, and transportation systems are in place to facilitate proper security management
Support the COP, DCOP, Kasai Oriental Director and key personnel to carry out effective and accurate safety briefings for all new employees and visitors
Advise on appropriate security measures for Abt Associates premises and staff residences
Ensure that project staff members are provided with situation reports and other appropriate safety related information
Provide technical inputs for the development and refinement of the project's emergency action plans, and security and emergency plans. This interview should include advice on incident response, evacuations, physical security and safety information protocols / procedures
Coordinate with Kasai Oriental Regional Director and all provincial directors to monitor the movement of all project staff
Establish relationships with national law enforcers, military and civilian authorities, MONUSCO, and other development projects / organizations
Exercise these relationships and these contacts for the "reality on the ground" and triangulate the reports, to update the best practices and procedures, to build the acceptance of the project, and to obtain a clearer picture of the threats presented to the personnel
Immediately report all safety-related incidents involving Abt Associates personnel and their dependents to the COP, PMU and SMU
Coordinate and distribute security alerts to office staff via email, phone or SMS
By request, conducts field assessments to verify the safety of program areas
Organize and facilitate training for staff on safety and security issues
Perform any other appropriate tasks that support the entire project, or assigned by the supervisor or his / her undersigned
Skills / Knowledge Required
License or equivalent
3 to 5 years of progressive responsible experience in security logistics management
Good organizational, management and administration skills
Very well versed in DRC security issues including residential security, the role of local and international security forces, best practices, and DRC security policy
Relevant experience in security risk, crisis management, and / or information support
Specific knowledge of DRC geography, transport, and infrastructure constraints
Experience working with a practice of international organizations is a prerequisite
Strong interpersonal skills (e.g. tact, diplomacy and patience) in the context of dealing with expatriate and Congolese staff members, as well as the general business community as required
Proof of initiative and motivation in handling all required assigned tasks;
Ability and willingness to travel across the country (including overnight stays up to several days), as required by all I-READ project needs
Proficiency in Microsoft Office required
Minimum Qualifications
(2+) years of experience OR the equivalent combination of education and experience.
