Norwegian People’s Aid is seeking an Operations Manager for humanitarian clearance operations in Kosovo

Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Humanitarian Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has 19 Humanitarian Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People’s Aid (NPA) Mine Action and Disarmament programme in Kosovo focuses on land release of Cluster Munition Remnants (CMR) contaminated areas, originating from the 1999 NATO bombing campaign. NPA ran a mine action programme in Kosovo from 1999 until 2002. NPA resumed operations in 2016 and currently have seven national, mixed-gender and multiethnic battle area clearance (BAC) teams operating in northern Kosovo.

NPA’s main objective is to support Kosovo on its road to complete CMR clearance by December 2024 and protect all people in Kosovo from CMR impact. Additionally, our aim is to contribute to post-conflict reconciliation of local communities and a safe and sustainable future for Kosovo. NPA works in both Albanian and Serbian majority communities. In light of post-conflict sensitivities, it is imperative that the programme is run in a post-conflict, as well as gender and diversity sensitive and responsive manner.

In this position your main responsibilities will be:
To lead, oversee and safely manage all aspects of Mine Action operations in the NPA Kosovo Programme. Ensure that Standard Operating Procedures (SOPs) are following best practices and are compliant with IMAS/NMAS and NPA’s policies and mandate.
To assist and support the NPA Kosovo Country Director in developing the country programme strategy, plans, proposals and budgets with regards to training and operations in line with NPA’s mission and mandate.
To conduct assessments and other technical missions on behalf of NPA in country and worldwide as required by the Country Director, Regional Director, and DMAD Management.
The position is based in Kosovska Mitrovica, and will require extensive travel time between the base and the operations sites and the ability to work and live in remote environments if needed.

To be succesfull in this role you must have:
Certified EOD L3 required
Minimum three years’ experience of working in a Cluster Munition Remnants (CMR) operations environment required
Minimum 8 years of progressive technical or management responsibility in a mine action programme and/or capacity development of national authorities required

We consider it an advantage if you also have:
Good knowledge and working experience with the full mine action toolbox
Understanding of standard international donor and NPA procedures and compliance requirements
Experience with ArcGIS and IMSMA
Competence in running gender and diversity sensitive/responsive operations
Thorough understanding of the socio-political and security context in Kosovo
Experience in liaising with national authorities, donors, and other relevant stakeholders
Understanding of policy and strategic inter-sector developments, their impact on NPA operations
Understanding of Land Release and CMRS

In general, we emphasize the importance of strong health and you will need a medical «fit for duty» attestation from an NPA approved health service to take up the position.
