Norwegian People’s Aid is looking for an experienced Country Security Manager to manage the security support systems for NPA’s programmes in Iraq and North Syria, as well as to provide up to date security analysis and risk assessments. You have strong international experience in security assessment, planning and implementation of safety and security procedures from conflict areas, preferably with experience from the Middle East, strong negotiation and analytical skills as well as managerial and leadership skills. The Country Security Manager works closely with the NPA Head Office (HO) Security Team.

In this position your main responsibilities will be:
Implementation of NPA’s global security framework in Iraq and Syria as well as maintaining country specific security management systems, and providing up to date security analysis and risk assessments. The position formally reports to the Mine Action and Disarmament Programme Manager Iraq and will participate in, and works closely with the senior management team in country as well as the Head Office (HO) Security Team. The Country Security Manager will establish and maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure that reliable security information is gathered and NPA is well linked with interagency security coordination mechanisms in Iraq and Syria.

The position is based in Baghdad with frequent travel to other NPA programme locations in Iraq and North Syria. The Country Security Manager is part of the country crisis management team.

To be successful in this role you must have:
Relevant higher education and/or relevant professional background.
Proven negotiation skills (internal and external) in complex and stressful circumstances.
Proven experience of delivering field-based training.
Demonstrated knowledge of UN and other standard INGO security frameworks.
Written and verbal proficiency in English.
Must be able to demonstrate strong writing, reporting, and situational analysis skills.
Minimum 5 years of relevant work experience

We consider it an advantage if you also have:
Strong knowledge of cultural and political contexts in the Middle East.
Experience from working with humanitarian organisations.
Experience working in the Middle East, (Iraq and Syria - strongly preferred).
Strong managerial, leadership and negotiation skills, with the ability to inspire and build competence of staff and achieve results through others.
Ability to provide advice and support field staff in a consultative manner.
Strong analytical skills.

In general, we emphasize the importance of strong health and you will need a medical «fit for duty» attestation from an NPA approved health service to take up the position.
