Role Description

Your role is to act as an operational adviser for the delegation(s), contributing to the development and application of engagement strategies with military groups and non-state armed groups (NSAGs) to promote and influence legally compliant operations, whilst facilitating the ICRC’s access and security.

Specifically: Improving the awareness of the ICRC's role and operations among military forces and NSAGs to further our acceptance, security and access;

Protecting and assisting individuals affected by armed conflict through practitioner dialogue with militaries and NSAG on legally compliant conduct of operations, designing and delivering Law of Armed Conflict programs adapted to the operational context and assisting the protection dialogue of the delegation.

Improving operational compliance by supporting efforts of militaries and NSAG to integrate the law of armed conflict and other relevant norms and standards into their doctrine, education and training, and to adopt sanctions in the event of violations.

Facilitating the delegation(s) comprehension of the military and NSAGs, including through mapping and situational analysis, as well as through networking with key individuals at different levels.


Responsibilities

By working closely with Delegation management and Protection, Legal and Prevention teams, contribute to the definition of the delegation’s strategy and its implementation in respect of state militaries and NSAG.
Engage in operational and thematic issues pertaining to dialogue with state militaries and NSAG, and advise on the technical and operational aspects of alleged Law of Armed Conflict violations.
Provide technical advice on the humanitarian implications of the conduct of hostilities by militaries and NSAG.
Provide technical analysis of conflict/violence dynamics and advise and supports delegations on dialogue with arms carriers.
Build and maintain a network of contacts, ensuring substantive engagement with the military command structures and institutions (National and Regional), and supporting the wider humanitarian diplomacy effort of the ICRC.

Profile

Strongly motivated by humanitarian work;
Able to work under pressure in a potentially dangerous environment;
Former mid to senior level military officer with minimum rank of Major and 15 years of professional experience;
Strong operational experience covering design and implementation of military operations, preferably at Brigade level and above;
A minimum of 1 year deployed on operations in conflict areas, with more extensive operational experience considered an advantage;
Previous experience in an operational or strategic level HQ is an advantage;
Military Staff College diploma is an advantage;
Proficiency in English and proficiency in another second language such as French or Spanish or Russian or Arabic is required;
Available for a period of minimum 2 years (renewable) for a field assignment;
Ideal age: 40 to 55 years.
