Position
Security Manager, Mali
Location and Reporting Structure

Reporting to the General Manager with some reporting to the Senior Vice President, Operations, this position will be a fly in – fly out rotation, based at the Fekola Gold Project in Mali.

Position Overview

The Security Manager will oversee all security supervision and guard force deployment at the Fekola Gold Project. A key purpose of the role is to ensure that all activities related to gold bearing material are heavily scrutinized and strict policy enforcement is in place. The Security Manager will provide feedback to Corporate on all in country security developments. The incumbent will ensure the safety of company officials and will supervise all security-related activities and tasks. The Security Manager will also be responsible for overseeing the protection of Company property and equipment in terms of theft or vandalism.

Duties and Responsibilities

Sustainability
Provide visible security leadership at site;
Uphold a performance-based strategy with dynamic and continuous security program development;
Ensure mine site security plans are aligned with the standards and guidelines set forth by the Corporate Crisis and Event Management plans;
Ensure no systemic organized gold theft activities are initiated on site;
Work with the CSR department to curb incursions of ASM’s onto the project sites;
Provide regular security updates and briefings to site management and Corporate stakeholders;
Ensure information and intelligence gathering for protection of all in country assets;
Train and develop national employees to develop in their position;

Investigations
Lead investigation of all security incidents, which involve the company’s personnel, product or assets, ensuring that all investigations are comprehensive and conducted within legal parameters with all evidence correctly presented;
Initiate investigations when required, if precious metal reconciliations have unexplained anomalies;

Intelligence & Optimal Resources Utilization
Develop a network of intelligence gathering capacity to ensure all in country activities have a good understanding of any threat directed at them or exposure to increased risk;
Ensure that adequate precautions are taken to provide optimal confidentiality of special operations;
Identify all technological advances that may add value to monitoring Company operations;

Personnel Development
Promote and develop subordinates’ skills through the site transfer of technology and on-the-job training programs;
Monitor and evaluate the performance of the team to identify areas requiring improvement and implement training and coaching measures to ensure employees receive sufficient training enabling them to perform their duties in a safe and efficient manner;
Coach, mentor and train staff as required;
Enforce all Human Resources policies and procedures;

Collaboration
Develop sound working relationships with all departments;
Work closely with the Process Department to:
Conduct investigations related directly or indirectly to gold theft;
Advise site leadership on gold theft risk mitigation strategies and security solutions;
Provide personnel safety/security plans and awareness training;
Give direction through chain of command to CCTV operators concerning anomalies occurring during gold pours, maintenance of equipment, movement of GBM, etc.;
Develop and enforce internal policies for all activities within the gold room;
Manage all precious metal shipment activities;
Liaise with the Process Department on a regular basis to improve security at the gold room and on the gold circuits;
Ensure independence of security personnel and systems to limit potential for collusion between the two work groups;
Closely interact with mine site management to ensure security systems are performing to the desired level of effectiveness;
Enforce and adhere to all legal and Company’s security regulations and procedures across site;
Liaison with Country Manager on Corporate visits, VIP activities in country and the requirements of the Bamako Office;
Responsible for reporting and coordinating national and global security issues as requested by the Corporate office;
Develop integrated security protocols that align with corporate objectives as directed by the Corporate office;
Work closely with the departments including Mine, Mill, Supply Chain, and Camp on theft prevention;

Management
Promote, cascade and enforce the Voluntary Principles on Human Rights to all subordinate levels and external stakeholders;
Develop and review all Security operating principles for physical, precious metal and asset protection;
Strictly enforce all Malian Laws and regulations regarding weaponry within the Guard force where applicable;
Direct and assess the performance objectives across the department;

Safety, Health & Environment
Comply with the B2Gold Golden Rules and the Malian Mining Act (Labour Act, Ordinance, Minerals Act, and Explosives Act) and Security Regulation clauses that apply to work area;
Comply with regulations pertaining to Health and Safety, Explosives Act, Minerals Act, Petroleum Act, Malian Mining Act and Regulations and Mine Safety and Health standards, thus, shall comply with its clauses that apply to the assigned work area;
Keep statutory and internal reporting as required;
Maintain a safe working environment and keep the assigned work area clean and tidy;
Conduct and participate in investigations for all injuries, accidents and equipment damage in line with Company Security Policy and prepare all documentation in a timely manner;
Develop and implement good housekeeping;
Encourage all employees to develop and maintain a safe working attitude utilizing the principles of Duty of Care;
Ensure prompt action of all corrective actions of investigations, inspections and audits;
Complete site, department and area-specific Security inductions;
Ensure all employees receive proper induction and security training;
Wear and maintain the PPE appropriate to the security tasks while on duty;
Carry out regular Task Analysis of Standard Operating Procedures;
Maintain and review and document procedures to ensure a safe working environment;
Seek environmental advice and assistance when necessary;
Control and minimize environmental impacts of activities;
Implement and improve the Health, Safety and Environment (HSE) Management System;
Actively participate in the implementation and improvement of Occupational Health, Safety and Environment (OHSE) Management System within the Security department and its operational tasks
Actively promote the Security Management System to your employees; and
Other duties as set out by the Company.

Competencies and Requirements
Formal Qualification in Security Management (Bachelor’s degree in criminal justice, security management, industrial security or related field);
10 years' experience in Security Management (particularly within the mining industry);
Broad exposure to all aspects of security operations, equipment and technology;
Experience executing security programs and initiatives in developing countries;
Ability to articulate well, with excellent presence when briefing Management/Corporate on security program plans and activities;
Managerial experience in the mining industry, preferably specific to gold mining/refining activities in mine set-up and development of departmental procedures;
Experience in auditing gold plants for identification of all potential access areas (gold traps) which may provide uncontrolled risk of loss;
Understanding of the basic process employed in gold plants to be able to identify vulnerable areas;
Extensive and proven field experience in crisis management situations;
Experience in prevention of theft or willful damage to property, equipment, and fuel at an operating mine;
Excellent communication skills;
Firearm Proficiency;
Incident investigation experience;
Valid driver’s license;
Valid First Aid certificate;
Comfortable using Microsoft Office Suite and IT software;
Experience with access control systems; and
Written and oral fluency in French while not essential would be considered an advantage.
