As part of our ongoing effort to strengthen our approach to safety and security within Rutgers and its programming and partner relations, Rutgers is seeking a Project Lead Safety & Security to own, spearhead and support the process of further developing and integrating holistic safety & security approaches and structures within our organization and within our large international multiyear programmes. This includes a prevention focus and consistency in response to incidents, with a strong learning angle to build our knowledge and effectiveness in this crucial area of our work. Safety and security is becoming more and more important for Rutgers as CSOs and individuals working on SRHR – in particular on sensitive issues such as comprehensive sexuality education, safe abortion and SOGIESC – face increasing risks. The physical dimension of safety is interconnected to the psychosocial and digital dimensions and we aim to take a holistic approach that includes all of these.

Tasks and Responsibilities

The general objective of the Project Lead Safety & Security is to contribute to the strengthening of Rutgers’ safety and security knowledge, set-up and approaches. The Project Lead Safety & Security has the following specific objectives:
Structurally embed holistic safety and security efforts in our programmes, taking along the commissioned assignment report from 2020 that highlights areas for improvement and review its recommendations to corporate policies;
Increase internal awareness and build organizational capacity on holistic safety and security, including and strengthening the safety and security responsibilities among key existing positions within the organization with specific roles and tasks;
Advise, support and organize trainings for partner organizations in-country and our office in Indonesia on a holistic safety and security set up, including risk management (i.e. annual risk registers and security mappings);
Constitute an emergency fund to serve multiple programmes and outsourcing this to an external fund manager;
Support setting-up and maintain a network of safety and security focal points in-country;
Ensure all incidents are adequately reported on and centrally stored;
Exchange with other organizations in the Netherlands to check existing trends and practices.
Job Requirements

The candidate we are seeking has:
Between 5 and 10 years of experience working on safety and security of human rights defenders, international organisations and NGOs, in developing countries; experience in Africa and Asia is a plus;
Experience with the holistic approach to safety and security; proven knowledge and experience in digital security and the psycho-social well-being of staff in relation to safety and security;
A progressive stance on sexual and reproductive health and rights, including young people’s sexual rights and diversity; experience working on SRHR, gender equality, LGBT rights is a plus;
Strong understanding of safety and security threats faced by CSOs and advocates/activists working in contexts of shrinking, restricted or even closed civic space and risk mitigation;
Experience working in large multi-year international programmes, strategic partnerships, involving a consortium of organisations;
Is able to draw on experience and a network of safety and security experts and NGOs in the Netherlands (Europe/Africa or Asia desired);
Has a passion for learning and sharing knowledge, has experience in developing and delivering trainings, and working in a participatory manner, respectful of cultural differences and sensitivities;
Fluency in English; French is a plus.

Terms of Employment

The position is for the duration of one year. Depending on knowledge and experience, the maximum salary for a 36-hour working week is € 4620,- gross per month (FWG scale 60). The place of employment is Utrecht. The Collective Labour Agreement for Mental Healthcare (CAO-GGZ) applies to this position.
