The Context:  
The Safety, Security, and Continuity team is part of the wider Risk team, which works to support management in identifying and preparing for the threats to our success. Risk falls within the Internal Audit & Risk directorate which is part of COO function. The Internal Audit & Risk function is responsible for developing the British Council’s risk management strategy and ensures the embedding of risk management in all organisational activities.

The Safety, Security, and Continuity function acts as a second-line of defence – providing subject matter expertise to the organisation on all aspects of Health & Safety, Security, Business Continuity, and Incident & Crisis Management. The team is responsible for establishing a risk aware culture through training and awareness, setting policy and standards, consulting and supporting the organisation, monitoring compliance, and providing assurance.


The Opportunity:

This role will provide strategic and operational leadership to the Regional team to ensure Health & Safety throughout the British Council’s global network is managed within the risk appetite as agreed by the Board of Trustees. Through the implementation of a risk-based approach, deliver direction, guidance, specialist support and monitoring in the areas of safety, security, business continuity, and crisis management.

You will also be the Safety, Security, Continuity & Crisis Focal point for UK operations


Main Accountabilities: 

Provide strategic and day-to-day leadership to the regionally based Safety, Security & Continuity team. The team’s over-riding function is to:
Support the organisation in delivering operations across the globe in a safe and secure way as a second-line-of-defence function. The team will provide expertise, policy and standards, tailored risk management advice and tools, monitoring, oversight, and assurance;
Advise on and oversee a suitable framework for ensuring resilient operations through effective Business Continuity and Incident Response;
Coordinate the organisational incident and crisis response as needed (especially crises related to security, safety, child protection or reputation). This includes preparing the organisation for crises through building knowledge, delivering scenario practices and identifying opportunities to manage them better. It also leads the initial response to a crisis by mobilising and coordinating the various internal stakeholders.


You will have responsiblity for:

Strategic oversight for Health & Safety
In line with global policy, act as the accountable delegate on behalf of the CEO for all health and safety matters.
Own the health and safety stakeholder relationships both internally and externally
Ensure that the Health & Safety, Security, Business Continuity and Incident Management systems and processes remain fit-for-purpose and evolve as needed;
Provide effective Leadership to the regionally based Safety, Security, & Continuity team, spread across multiple Regions, including establishing a vision, team objectives, professional development plans, and performance management;
Ensure that there is a risk-aware culture across the organisation and a strong understanding of the role of the team and the key requirements for global operations;
Advise and Consult with Leadership on risks and mitigations as required.



Management and ongoing review of the Safety, Security & Continuity management system:
Ensure that health, safety and security risk management is embedded in organisational management process.
With team, develop and maintain policies, guidance and procedures in relation to Security, Health & Safety, Business Continuity and Incident Management, to ensure resilience within our operational activities and that good practice is demonstrated.
Provide operational support, consultation, and advice to Leadership and for high risk areas.
Ensure a programme of training is in place covering the Safety management system, tailored to different audiences and including induction training, mandatory training packages, and specialist training needs.
Provide monitoring, oversight, and assurance reporting;



Incident & Crisis Management:
A member (on rota) of 24/7 on-call team, responding to crises of all types (especially those that are security, safety and reputationally relevant).
Manage the on-call incident & crisis system, ensuring there is sufficient capability capacity within the team and across the British Council
Coordinate incident & crisis response, including mobilising relevant internal and external stakeholders such as Communications, Child Protection, Legal and the Global Network Team.
Develop and deliver incident & crisis training, guidance and practices to management and staff worldwide to effectively prepare for crises.

About You: 
Strong Leadership skills with experience of managing a team in a similar international organisation with a complex matrix line management structure
Excellent knowledge of UK health and safety regulations and good practice.
Knowledge and experience of good-practice security management in Different geopolitical contexts
Knowledge of managing crises
Risk management expertise

You will ideally have experience of:
Working in project teams
Developing and managing safety and security management systems
Business Continuity Management
Incident & Crisis management
Scenario practices/planning
Developing crisis management strategies
Significant relevant operational experience at a senior level
