PAE is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  https://www.justice.gov/criminal-icitap   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  PAE is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:
PAE is currently seeking a qualified candidate to serve as a Counterterrorism (CT) Investigations Advisor in Mogadishu, Somalia. This position will be responsible for working as a member of the CT Advisory Team in Mogadishu and with one other mentor partner to assist the Somali Police Force (SPF). This includes the Team Leader, Deputy Team Leader, Drivers, Marshalls, Searchers, Photographers, Investigators; and Medics. The Counterterrorism Investigations Advisor will mentor and advise Somali Police Force (SPF) counterterrorism investigators involved in performing terrorist incident evidence collection and preservation activities.

JOB DUTIES AND RESPONSIBILITIES:
Advise and assist SPF counterterrorism staff in performing assigned tasks
Conduct stakeholder engagement with other CT Advisory Team and international mentors and actors in region
Mentor investigative case management, investigative lead administration, and inter-unit investigative action coordination
Collaborate with other mentors to train investigators and crime scene investigation technicians to conduct complex investigations using biometrics (fingerprinting), forensics, advanced crime scene and sensitive site exploitation, interviewing and interrogation, social media exploitation, surveillance, and use of financial, immigration, telephonic, internet, and other records in accordance with Somali law.
Deliver in-service training in accordance with the established annual training plan
Duties also include facilitating meetings; participating in working groups; developing reports and specialized papers; drafting, reviewing, and editing policies, manuals, and Standard Operating Procedures (SOPs); conducting briefings; and advising DOJ/ICITAP officials.

REQUIRED SKILLS AND QUALIFICATIONS:
Minimum 12 years of law enforcement investigative experience;
Significant investigative case management, investigative lead administration, and inter-unit investigative action coordination experience;
Proven ability to thrive in austere and hostile environment;
Demonstrated experience training police forces in high-threat locations such as Iraq, Afghanistan, or Somalia;
Demonstrated experience providing case-based mentoring on both proactive and reactive investigative cases to developing police forces;
8+ years’ experience in training, advising or mentoring foreign law enforcement units.

DESIRED QUALIFICATIONS:
Qualified firearms instructor;
Proven international and or/multi-agency investigative case management experience;
Demonstrated experience facilitating information sharing practices between the FBI and a developing police force;
