Context:
The Office of Staff Security (OSS) is responsible for providing leadership on safety/security policy management and Country Office (CO) operational support to enable the safest and most effective implementation and delivery of IOM programmes and activities.

Under the direct operational supervision and managerial responsibility of the Director of OSS Headquarters and the administrative supervision of the Regional Director of Nairobi, Kenya, this decentralized Headquarters position will be responsible for actively assisting the Director of OSS on global advisory and coordination support on security policies, security trainings, and gender considerations in the IOM staff security management.

As a Security Policy and Training Coordination Officer, the successful candidate will support the Director of OSS in coordinating and consulting with United Nations Department for Safety and Security (UNDSS) Policy Unit, UN Security Management System (UNSMS) agencies and organizations, and relevant IOM departments to ensure that all security policies and procedures meet IOM and UNSMS requirements. The successful candidate will be coordinating and collaborating with UNDSS Training and Development Section (TDS), IOM Regional Security Officers, UNSMS organization’s security training focal points, relevant units/departments in IOM on general security training needs. As the gender mainstreaming focal point, the incumbent shall coordinate with relevant UNSMS and IOM actors to ensure that gender is mainstreamed in IOM security policies, procedures, guidelines, and security trainings.

Core Functions / Responsibilities:
Establish and maintain effective and collaborative working relationship with relevant Headquarters departments and focal points within IOM, UNDSS Headquarters, and UNSMS agencies and organizations to ensure up to date information on security-related policy, training, and gender mainstreaming issues.

Support the Director of OSS in reviewing UNSMS policies. In the absence of the Director of OSS and as relevant, represent IOM in Inter-Agency Security Management Network (IASMN) in working group meetings and provide the Director of OSS a full briefing of the meeting.

Research, collect and analyze relevant information on priority policy and emerging issues within the field of staff safety and security and assist in policy or guidance formulation related to these issues.

Regularly review and update security-related IOM policies, guidelines, and procedures. If necessary, assist the Regional Security Officers in formulating, reviewing, and/or updating region or country-specific security guidelines and procedures, ensuring that they are in accordance with relevant IOM and UNSMS policies and ensure that gender consideration is mainstreamed.

As the OSS Gender Focal Point, provide guidance to IOM security personnel on the implementation and compliance with the UNSMS policy on Gender Considerations in Security Management and the UNSMS Gender Manual. If necessary, provide trainings to IOM security personnel and assist the Regional Security Officers in reviewing Security Risk Management (SRM) Process documents and other security documents to ensure that gender-sensitive and inclusive approaches and tools are mainstreamed.

Develop and deliver trainings and learning materials on gender considerations in security management for IOM security personnel, in coordination with relevant IOM departments/units and focal points. Ensure that these training and learning materials are in line with the UNSMS policies and approaches and kept up to date.

In collaboration with relevant IOM Headquarters departments and focal points, support the OSS Director in developing effective and sustainable strategies for the promotion of diversity and inclusion within the field of staff security in IOM.

In coordination with the Director of OSS, coordinate the security-related trainings and capacity building needs of the Organization with the UNDSS Training and Development Section (TDS), UN Staff Systems College, and other relevant UNSMS entities. Prepare yearly lists of global training requirements and training nominations for UNSMS specialized security trainings and negotiates for slots, if necessary.

Assist the Director of OSS in generating yearly security training priorities and provide recommendation for a workplan, taking into considerations the IASMN training priorities.

If required, develop, contextualize, organize or/and deliver specialized security trainings, ensuring that contents are consistent and within the IOM and UNSMS security policies and procedures. If necessary, assist IOM security trainers in contextualizing UNDSS trainings and/or delivering certain trainings.

Deliver or assist in the delivery of UN-certified security trainings, as required.

Establish and maintain IOM security training database and ensure that the database is consistent with IOM’s Staff Learning Division and UNDSS, to extent possible.

Assist the Director of OSS in drafting OSS Strategic Plans, ensuring that gender considerations in security management is mainstreamed.

Support the Director of OSS on strategic and resource management issues.

Provide technical guidance and/or BCP back-up to OSS HQ resource management-related services, if required.

In coordination with the OSS Director, provide BCP back-up to OSS RO Nairobi, if required.

Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education


• Master’s degree in Security Management/Social Sciences, Law, Disaster Management,

International Studies, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Having successfully passed the UN Security Certification Programme is required;

• Certification as a UN security trainer will be a distinct advantage.
Experience

• A minimum of two years of professional work experience in the UNSMS;

• Relevant work experience in UNSMS, specifically on security policy and training fora is required;

• Previous experience in the UN and/or inter-governmental organizations;

• Experience in developing and reviewing organizational policies and procedures is required;

• Experience in developing a security training or learning programme is required;

• Experience in coordinating and liaising with various UN agencies and organizations on policy and training matters;

• Experience in developing and delivering UN-certified security trainings in multiple duty stations.
Skills

• Demonstrated in-depth knowledge on UNSMS security policies and procedures, particularly on gender considerations in security management.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of other UN official languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
