The Country ‘Health, Safety, and Security’ (HSS) Manager will ensure the right organisational foundations are laid for a high-performance humanitarian operation in high-risk contexts. This necessitates that not only the security management system and HSS management standards are both developed and maintained, but also that the HSS manager can apply themselves to issues of humanitarian access, civil-military coordination, and incident and crisis management preparedness.

There will be a strong emphasis on national staff and general team capacity development on HSS-relevant skills and Standard Operating Procedures (SOPs), as well as promoting a positive organisational culture befitting of a frontline (and sometimes ‘crossline’) humanitarian organisation.

Roles and Responsibilities
Development and implementation of the NRC Security Management System at national level
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
Minimize security risks to the operations of NRC
Management of security staff at country office
Support, training, control and development of security staff in all offices
Prepare reports as required
Communicate and cooperate with relevant external security actors
Train and develop staff in safety and security
Ensuring Country Management Group CMG is kept abreast on all aspects of safety management across Somalia and specifically programmes areas
Ensuring safety risk assessment of hard to reach areas are conducted in terms of staff movements, offices, programme activities and operational safety.
Ensure that all safety procedure and protocols are updated as per the security context, known, understood, implemented and adhered to by all staff.
Develop capacity of country, area and field level management teams to manage critical incidents and potential crises. Ensure staff trained, briefed to minimum standards in personal security.
Ensure the safety and security procedures are in place, are appropriate and reflect the organizational policies are reviewed on regular basis (no longer than quarterly) and that all staff is aware of and complies with these procedures.
Weekly reports being prepared and submitted and Technical support through consultations provided in person, by phone, or e-mail to the senior staff/program team in the field offices.

Qualifications
Minimum five years of experience from working as a senior Health Safety and Security Manager in a humanitarian/recovery context preferably in Africa, or the Middle East.
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Demonstrated communication and organizational skills;
Ability to train, mobilize, and manage both international and national staff
Flexibility and ability to multi-task under pressure;
Ability to work well in unstable and frequently changing security environments;
Willingness to work and live in often-remote areas under basic conditions;
Proven ability to work creatively and independently both in the field and in the office;
Experience with humanitarian access analysis, civil-military coordination
Experience with staff training, development, coaching, and mentoring
Valid driver’s license
