Core Functions / Responsibilities:
Oversee, manage, and continue developing the Office of Staff Security (OSS), providing effective leadership, vision, and guidance to IOM personnel, in all aspects of safety / security management.
Directly manage the daily operations of IOM’s OSS providing regular reviews and assessments on the general and/or urgent staffing needs related to the Office’s operations and in support of emergency operations.
Directly manage all Human Resources issues within OSS including developing and writing Post Description’s (PD’s) for all security posts within the organisation, overseeing the overall performance of the OSS core staff and monitoring the technical performance of all mission security officers.
Develop and lead the professionalisation of a robust and responsive security structure that is Page 2 / 6 sustainable, cost-effective and upholds the core values of the organisation.
Supervise and coordinate safety/ security management of all IOM personnel, and the protection of the Organisation’s assets (including but not limited to all relevant SOPs and asset register).
Develop and implement a new staff security training strategy that increases skills, security awareness and security knowledge of all IOM personnel. When necessary, impart the training courses in person.
Oversee, coordinate, and advance the development of the IOM Security Communications and Analytical Network (SCAAN) and ensure that proper policies, procedures, and guidelines are developed, reviewed and implemented in a timely manner.
Support the work of the IOM SCAAN Team and the external SCAAN User Group to enable the ongoing development of the SCAAN system within the organisation and amongst other UN agencies using SCAAN.
Design, implement, and coordinate safety/ security policy/procedures for IOM in accordance with IOM’s responsibility and accountability as per IOM’s role within the UN Security Management System (UNSMS) and its membership in the Interagency Agency Security Management Network (IASMN).
Develop and implement strategies that enable IOM to formally participate in and influence the UNSMS security policy decision-making bodies with concrete contributions.
Regularly review the capacities of the current OSS 24/7 Operations Center (OpsCEN) in Manila and the newly established operational OSS Alternative Communications Center in Panama. -The reviews will be designed to ensure that both centres are capable to respond efficiently to all emergency situations, are effectively managed, and have the capability to disseminate safety and security information to all levels of management in a professional and timely manner.
Provide policy and technical safety/ security advice and guidance to IOM personnel and its Country Offices while ensuring that systems and procedures are in place to disseminate IOM and UNDSS safety/ security policy/ procedures and instructions to all Country Offices in a timely manner.
Initiate operational and strategic analyses related to threats/ risks posed to IOM staff, Regional Offices, Country Offices and programmes, that enables OSS colleagues and country Security Focal Points (SFP’s) to offer staff the necessary guidance in respect to safety and security matters.
Periodically carry out review of OSS’s five-year strategic plan, and where necessary, make reviews and take corrective measures.
One year before the Strategic Plan expires, draft a new document that takes stock of lessons learned, capitalises on strengths, and reinforces OSS as a leading Safety and Security Unit within the multilateral system; take all necessary actions for approval and implementation.
Constantly follow-up IOM operations in high-risk environments to ensure that safety/ security procedures are in place and security trends are monitored. This is to be done in coordination with IOM OSS’s Operations Centre in Manila, Philippines and with the Alternative Communications Center in Panama if required.
Support and promote safety/ security management, professionalisation, and responsiveness throughout the Organisation. This requires attending meetings/ forums with senior managers, partner agencies, government security services, United Nations agencies/ programs, the Inter-Agency Standing Committee (IASC), and the Inter-Agency Security Management Network Page 3 / 6 (IASMN), the policy decision-making body of the UN Security Management System.
Participate actively within the IASMN to ensure that the needs of IOM are heard and recognised within the UNSMS and that the agreed and appropriate action/s are taken to enhance IOM’s programme delivery requirements.
Attend in support of the DG, or when required, represent the DG at Executive Officer level security related meetings.
Develop, in coordination with the Chief of Staff, the Director of Resources Management (DRM) and the Chief of Budget (BUD), OSS’s core annual operational, Country Office Support and UNDSS JFA cost share budgets.
Frequently review, in coordination with the above officers, IOM’s Security Funding Mechanism and report on its financial status, assessing its potential to address IOM’s long-term general security funding needs and emergency requirements.
Directly report to the Director General, through the Chief of Staff on relevant safety/ security management issues, both operational and policy related issues. Provide reports, assessments, advice and frequent briefings to IOM’s Senior Management Team and donors, on OSS’s activities and significant security threats/risks/trends/incidents.
Be an active member of the Senior Management Team (SMT) and Extended SMT and supply regular security briefings to both bodies or when required.
As required, conduct and/or oversee Country Office safety/ security assessments to ensure compliance with relevant policies and procedures. Make appropriate recommendations to strengthen these systems and address non-compliance issues.
As required, conduct and report on various investigations related to safety, security incidents involving IOM staff and/or the Organisations assets. These investigations should be coordinated with the Chief of Staff and other relevant units/ departments who may have a specific interest/mandate related to the investigation (i.e., Human Resources Management (HRM) Division, Office of Legal Affairs (LEG), Occupational Health Unit (OHU), and Office of the Inspector General (OIG) while providing the necessary recommendations.
When necessary, be available 24/7 to deal with any emergencies or security situations involving IOM staff members or assets.
Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education:

Master’s degree preferably in Security Management/Social Sciences, Law, Disaster Management, International Studies, Communications, or a related field from an accredited academic institution1 with fifteen years of relevant professional experience;
Hostage Incident Management Training, UN Security Instructor certification (SCP and LSA), SSAFE TOT, IFAK TOT, or Crisis Management facilitation would be an advantage.

Experience:
At least fifteen years of relevant professional experience working in security management, law enforcement, Disaster Risk Management preferably at an international level;
Previous experience in UN Missions, International Peacekeeping or Emergency Missions;
Experience in planning and execution of security agencies or organisations highly desirable;
Previous experience in dealing with law enforcement agencies an advantage.


Skills:
Proven ability to collaborate with senior military and government counterparts.


Languages:
IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and working knowledge of French and/or Spanish is required (oral and written). Other UN languages would be an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
