Safety & Security Manager , Qatar

The Safety & Security Manager is responsible for overseeing the process of creating, coordinating and implementing all planning documents and operational procedures in the field of security of all competition venues (stadiums, Training Sites) to ensure an adequate level of security for all FIFA client groups at these facilities.

Key responsibilities:
As a Safety & Security Manager, the post holder will report to the Safety and Security Director and be responsible for the planning for competition venues (stadiums and training sites) security.
Support the Safety and Security Director with the planning and coordination between Police, Stewards, Private Security and any other Safety/Security role player in line with the hosting agreement and other government guarantees, supporting likewise in developing a clear and comprehensive safety and security responsibility matrix, concept of operations and site operational plans for competition venues.
Ensure that FIFA Stadium Safety and Security Regulations are adhered across the operational plans to be developed and that the planning activities follow the milestones defined by FIFA and agreed by the relevant stakeholders.
Be the focal contact person for internal and external stakeholders (FIFA, 2022 FWC Qatar LLC, Host Country, Qatar ministries, agencies and organizations) in terms of the security of the competition venues.
Support the Safety and Security Director in developing, implementing and controlling security guards and steward deployment plans. As well as monitoring/manage safety and security guards and stewards contract.
Perform operational roles as required during tournament time as per the Q22 safety and security area workforce plans to be developed.
Follow and control delivery of the TMS deliverables within the area of responsibility
Development of the planning documents, provided by the FWC Responsibility Matrix within the area of responsibility.
Participate in the development of security policies and procedures for competition venues, security plans for official venues and other facilities.
Keep a register of open issues and provide updated information to Safety and Security Director for further escalation process
Review of the related legislation, bylaws, other related documents for compliance with FWC operations
Development of the detailed project plan within the scope
Quality and content assurance of the tasks, performed by subordinates.
Other Responsibilities:
Perform any other duties assigned by the Safety and Security Director directly related or relevant to the role
Ensure the assigned responsibilities are delivered:
to a high standard of quality and timeliness
in full compliance with the Q22 Quality Policy and the Safety and Security rules and requirements in line with any standards and objectives designated in the Employee Performance Management system



Qualifications & Experience:
Qualifications:

Bachelor degree in Security or equivalent work based professional qualification

Experience:
Minimum of 15 years of working experience and minimum of 5 years of managerial experience. Experience in the organization of major sporting events is essential, previous FIFA events experience would be an advantage

Skills:
English fluency – spoken and written (required)
Arabic fluency – an advantage
Advanced skills in MS Office (Excel, Word, PowerPoint, Visio & Project)
Planning software and online collaboration tools (an asset)
High project management skills
Capability to write and develop documents
Capability to present in front of big groups of people
Experience of interaction with state authorities would be an advantage
Understanding the security of major sports events timeline and structure High organizational and communication skills
Understanding of the project documentation would be an advantage
Knowledge of the basics of organizing the work of the private security services would be an advantage
