Public Security Specialist , El Salvador

The Public Security Specialist will be responsible for providing overall support to Project beneficiaries in topics related to public security, including civil society and human rights organizations, and public institutions such as the National Forensic Institute (IML), Human Rights Ombudsman Office (PDDH), and National Civil Police (PNC), Ministry of Justice and Public Security (MJSP), among others. The Public Security Specialist will also support the planning and implementation of public security activities; for example, monitor sub-grant implementation related to investigations in public security topics, or support the design of a curricula for the National Public Security Academy (ANSP) to include topics such as use of force, victims’ rights and attention to vulnerable populations. This position requires the ability to manage multiple tasks with multiple stakeholders and matters of high-level political sensitivity while maintaining the Project’s standing as a neutral political actor within El Salvador. The selected candidate must be a well-organized, resourceful individual who enjoys a workplace that is fast paced, collegial, and professional. The Public Security Officer will report to the Project’s Deputy Chief of Party/Human Rights Subject Matter Expert. This is a full-time position based in San Salvador, El Salvador.


Responsibilities:

The Public Security Specialist will be responsible for carrying out the following tasks:
Provide technical guidance and implementation support provided to institutions and organizations that receive public security support from the Project;
Provide follow-up to the inter-institutional working group of the PNC-PDDH, including actively participating in this group, keeping minutes of the meetings for the Project, and providing follow-up to the adopted agreements;
Organize work meetings with beneficiary institutions of the public security sector;
Assist the Office of High Commissioner for Human Rights’ (OHCHR) international police consultant and general efforts made by the OHCHR to enhance the of respect for human rights within the MSJP and PNC.
Provide follow-up to the implementation of the PNC Human Rights Policy through the working group for Police Actions and Human Rights;
Provide technical-academic support to both develop and update curricula for officials of the public security sector, as well as facilitate and impart the courses; and
Support the development and implementation of activities for the Human Rights area of the Project as required by the DCOP/Human Rights Subject Matter Expert.


Qualifications

Required:
University graduate with a degree in Legal Sciences or in areas related to public security;
National Salvadoran expert with at least 5 years of experience in public security issues;
Knowledge of the national legislation applicable to the public security sector;
Excellent oral and written communication skills;
Highly organized with an attention to detail;
Strong skills in Microsoft Office applications (Word, Excel, PowerPoint, Forms, and SharePoint);
Ability to work independently, prioritize, and multi-task;
Flexible and solution-oriented; and
Professional attitude and demonstrated ability to handle sensitive and confidential information.



Preferred:

Experience in the human rights technical area.
Experience working with the MJSP and PNC.
Proficiency in the English language.
