Winrock is seeking resumes for local technical roles in the anticipated Vietnam Counter Wildlife Trafficking (CWT) activity. This position will be based in Vietnam. The anticipated project purpose is: to help Vietnam control and stop the current increasingly serious situation of wildlife trafficking, through enhancing the commitment of Government of Vietnam (GVN) leaders at the national and provincial level and reducing demand and consumption of illegal wildlife products.

Positions are contingent upon receipt of donor funding.


Responsibilities:

Lead project technical direction and activity implementation related to enhancing law enforcement with an emphasis on addressing legal gaps related to wildlife farms
Lead coordination between various Government of Vietnam ministries and agencies on CWT legal frameworks and enforcement including the National Assembly, ministry of Public Security, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, and the justice system
Identify gaps and inconsistencies in legal frameworks related to CWT
Develop technical reports, training curriculums, presentations, and other materials CWT law enforcement for project staff, professional bodies, and external stakeholders
Assess capacity gaps in law enforcement and implement targeted capacity building plans to enhance law enforcement ability to engage in CWT
Facilitate relationship-building with civil society organizations, and other local stakeholders on CWT
Provide management oversight to project staff and activities related to law enforcement
Visit project areas regularly to assure progress towards activity objectives and goals
Support and monitor the implementation of annual work plans and progress report preparation, monitoring all deliverables and contribute to monitoring performance indicators
Support knowledge management and continued project learning across all stakeholders
Carry out other tasks as assigned by the project leadership and Winrock’s Home Office

Minimum Experience Required:

Five years of team leader experience in Vietnam
Advanced degree in law, environment, policy, management or related field
Extensive expertise in Vietnam’s legal framework for wildlife protection including the penal code (Articles 234 and 244), and Directive 29
Localized knowledge of legal, policy, judicial, and tenure issues in Vietnam related to wildlife trafficking, particularly in hot spots in major cities, ports, and border crossings
Expertise in transnational wildlife trafficking, including legal and policy issues relating to transport and exchange of species such as African rhinos, African elephants, pangolins, and big cats to other countries, including China
Knowledge of use of digital platforms (including but not limited to Facebook, WhatsApp, WeChat) in wildlife trafficking
Familiarity with the existing legal framework addressing wildlife farm management
Experience working across ministries and agencies to support CWT including the National Assembly, ministry of Public Security, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, and the justice system
Strong relationships and networks in the Vietnam conservation, legal, and law enforcement community
Proficiency in English, both spoken and written. Native fluency in Vietnamese
Experience with USAID-funded projects preferred
