FHI 360, a U.S.-based nonprofit organization, is seeking qualified candidates for the position of Human Resources and Security Specialist based in the Beni Mellal-Khenifra region of Morocco to support a planned USAID-funded project aimed at promoting the socio-economic inclusion of marginalized groups in Morocco through the improvement and institutionalization of participatory governance and the enhancement of business and livelihood opportunities in the region.
Responsibilities of the position
Under the supervision of the Team Leader, the Human Resources and Security Specialist will assume the following responsibilities:
Human Resources
Effective management of recruitment, promotion, performance appraisal and termination of project staff
More specifically, monitoring of the hiring process, job description, draft vacancy notice, pre-selection made by the supervisor, interview panel, interview report, recommended candidate, bio-data, references, letter of offer and contracts.
Ensure that all HR issues receive prompt and adequate attention to ensure that each employee is satisfied with the support provided by the project.
Overall management and administration of all staff salaries and benefits, including payroll administration, staff health, insurance, etc.
Maintains and regularly updates all staff records.
Liaison with the Ministry of Labour to ensure proper compliance with all legal requirements
Regularly update the HR policy manual to ensure that it reflects FHI 360 practice and local legislation.
Security
Lead the preparation of a security plan for the project
Monitor the security situation in the Beni Mellal-Khenifra Region and inform project staff of any problems (e.g. road flooding, terrorist threats, movement restrictions due to the COVID-19 virus).
Monitors office security (e.g. key control, ensure that any fire or other monitors are in good working order and post signs for safety and security personnel).
Education and qualifications required
University education (minimum BAC+4) in a relevant discipline (human resources management, business management, sociology) with specialization in human resources management
At least five years of relevant experience in the areas of human resources and security
Knowledge of the Moroccan legal environment in terms of labor law and contracts.
Experience in the Middle East and/or North Africa is required, preferably in Morocco.
Preferred experience with U.S. government human resources rules and regulations
Good interpersonal and computer skills
Have an excellent ability to communicate in French, Arabic and English both orally and in writing.
