Senior Security Officer , Afghanistan

Project Summary:  

The Advancing Higher Education for Afghanistan’s Development (AHEAD) program supports the government of Afghanistan and its Ministry of Higher Education to increase access to higher education for vulnerable populations, improve the quality and relevance of higher education that supports market needs, and enhance the management and administrative capacity of Afghan higher education institutions (HEIs) and government counterparts. The five-year activity builds upon the results of USAID’s previous higher education investments and accelerates human and institutional capacity through a network approach whereby Afghan HEIs are partnered with Lead Universities across key growth sectors including Agriculture, Business, Education and Health. AHEAD’s Higher Education Networks involve a larger number of institutions and a broader set of activities than traditional university-to-university partnerships, providing a mechanism for strengthening Afghan HEI capacity, and promoting channels of communication and collaboration across the ecosystem of public and private HEIs in five Afghan provinces.


Job Summary:   

The Senior Security Officer is the member of FHI 360/AHEAD Operations team responsible for all security related matters of the AHEAD project. He/she will work in close collaboration with the project PRM to do risk mitigation, development and implementation of security protocols, make sure that staff follow security procedures and guidelines of FHI 360/AHEAD through training programs and assessments, ensure the safety of staff within the workplace, perform security process evaluations and inspections and prepare the organization and staff for external inspections.



RESPONSIBILITIES AND TASKS


Monitor the security situation in Kabul and the country to advise AHEAD and FHI 360 of situations that may affect programming and staff safety.
Assess program activities relative to their impact on staff safety and security and recommend for appropriate onward communication, specific protocols and practices to reduce staff risk and vulnerability.
Design a system for alerting all staff to an emergency and plans for evacuation of the office and residence, if the needs occur.
Train other security team members in armed, unarmed defense tactics negotiations and communicative techniques in emergency situations.
Supervise, monitor and provide on-the job coaching for PSDs and drivers.
Ensure the office has monthly drills to practice responses to a variety of emergencies: natural disasters, riots, attacks, etc.
Ensure medical and emergency supplies are available at all times at the office, and staff are trained in first aid.
Write weekly reports or brief memos for the Security Manager outlining the current security situation, anticipating incidents when feasible and presenting any concerns.
Immediately handling violations of the FHI 360 /AHEAD security policies and reporting the incidents to PRM & Chief of Party.
Liaising with GIRoA offices when requested by the Security Manager, CoP or FHI 360.
Regularly assess Country Office communications needs, ensure availability of appropriate communications technology; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions; maintain an updated emergency communication contact list.
Serve as a key resource to FHI 360/AHEAD in times of emergencies, such as natural or manmade disasters.
Conduct security assessments in new areas of Afghanistan prior to entry by FHI 360 /AHEAD program staff.
Meet with police and with other law enforcement agencies as needed for specific incident handling and for general liaison purposes from time to time.
Ensure that all international visitors receive appropriate security orientation within 24 hours of arrival
Regularly attend ANSO (Afghanistan NGO Security Organization) meetings, if needed.

Job Requirements:


Bachelor’s degree with minimum 5 years of relevant experience with USAID projects or other international organizations.
Experience in security management with previous USAID projects or other international firms.
Previous trainings in security management is preferred
Ability to monitor surveillance systems and respond to emergency situations
Ability to pay close attention to detail
Interest in protecting the people and assets within the organization
Advanced level understanding of communications technologies,
Effective people management skills:
Flexible and work well under pressure
Ability to work both independently and in a team; proven analytical and problem-solving abilities.
Proven ability to handle sensitive and confidential information, meet tight/tough deadline and schedules and create timely, high quality report the DCOP/COP.
Substantive experience in the use of computers and Microsoft Office programs (MS Word, Excel, PowerPoint, etc.) is required.
Fluency in English and local languages i.e. Pashto and Dari required.
