Role
The Officer in Charge (OIC) is responsible for the Contract delivery and will be the first in‑country point of contact for the Department on all security related matters for this Contract. The OIC assists the DFAT Regional Security Officers (RSOs) with management of protective security issues with a focus on operational and physical security, including advice on the overall security posture at posts.
The OIC will be accountable for delivering all aspects of the Contract including:
Contract compliance
management oversight of the contracted Security Guard Force (SGF) and Security Support team personnel
auditing of security training for the SGF comprising at a minimum, static guarding, Situational Awareness Team, residential patrol team, security screening equipment, work health and safety and emergency response)
provide security support for visits and events and undertake scoping visits as directed
conduct site security inspections as directed
contribute to the development of security policies, plans and operating procedures
develop and conduct scenario-based security and emergency training exercises
develop initiatives to promote a positive security culture and client-focussed delivery of security services
custodian of Contract Performance Framework, and
maintain quality assurance of contracted Security Guard Forces.
Skills and Experience
The OIC must have:
at least five (5) years’ experience operating in high risk environments delivering large security projects overseeing planning and protective security operations including static guarding, personal security, intelligence, threat assessment and close personal protection
excellent leadership, negotiation and representational skills with the ability to work consultatively with a wide range of stakeholders
experience with developing, and managing security teams in a high tempo, dynamic and challenging environment, and
excellent communication skills (written and oral), with experience in developing briefings, analysis and reports.
The OIC must not have a criminal record and must not have been dishonourably discharged from service or convicted under the Defence Force Discipline Act (1982) (or equivalent) or terminated from employment in a similar role.
Desirable
Desirable skills and experience of the OIC include:
previous experience working in a diplomatic environment
previous in-country experience in a similar capacity
previous relevant experience in the public or private sectors, military or law enforcement experience of not less than five (5) years with an excellent record of conduct.
Australian (or equivalent) training qualifications (at a minimum of Australian Quality Training Framework Certificate IV in Training and Assessment) and /or equivalent experience least one (1) years previous experience in developing and delivering security training
trained in first aid as a minimum to HLTAID006, and
a working knowledge of the local language.
