Purpose / Summary

Ageing, unstable and surplus ammunition pose a dual risk of accidental explosions and diversion from stockpiles. Both the explosions and diversion can devastate the local community, economy and the society. Safe and secure management of ammunition (SSMA) aims to mitigate the impact of accidental explosions and diversion and prevent the likelihood of future incidents from occurring, thus contributing to enhancing stability, development and good governance.

Established in January 2019, the Ammunition Management Advisory Team (AMAT) is a shared initiative of the Geneva International Centre for Humanitarian Demining (GICHD) and the United Nations Office of Disarmament Affairs (UNODA). AMAT provides technical support to states in the safe, secure and effective management of ammunition, in line with the International Ammunition Technical Guidelines (IATG). AMAT works to strengthen the capacities of states to improve the safety and security of ammunition stockpiles thus contributing to a global reduction of the risk of accidental explosions and diversion.

AMAT is now looking for an experienced ammunition technical advisor to join the team. This post will be based in Geneva and involve frequent international travel with a global scope to promote good ammunition management practices, assist states develop national standards and procedures based on IATG, and mentor personnel – military and civilian – in the knowledge of the required skills and their practical application.

Areas of Responsibilities

· Provide rapid technical assistance in SSMA to national authorities including through the framework of the UN SaferGuard quick response mechanism.

· Provide longer-term technical assistance to national authorities, donors and international and regional organisations, including advice on SSMA and associated explosives risks.

· Assist the development of national standards and procedures in conformity with the IATG, including measurable targets aimed at improving ammunition safety and security.

· Plan, organise and deliver meetings, seminars and training courses pertaining to ammunition safety and security and the IATG rollout.

· Conduct field and desk assessments on ammunition through-life management: organisations, specific risks, policies and practices.

· Develop and disseminate technical materials including guides, training packages and SOPs.

· Implement and report on assigned projects and activities. Contribute to relevant technical articles and publications in English and Spanish and/or French.

· Co-organise periodic expert validation processes, including provision of instruction, validation methodology, assignments, tests, exercises, monitoring and evaluation.

· Assist in maintaining UN SaferGuard Roster of Experts, including provision of data storage and platform for exchange, and facilitate communication among experts on the Roster.

· Provide support, when requested, to the partnering organisations of AMAT.

· Carry out all work safely, diligently and in a gender and diversity-sensitive manner and ensure these considerations are mainstreamed into AMAT’s services and products.

Requirements
Essential

· Ammunition technical officer or a similar qualification coupled with comprehensive knowledge of the IATG and/or MOSAIC, including their practical utility in various stages of ammunition through life management.

· Substantial experience in managing ammunition safety and security, explosive risks in storage and transport, and implementing standards and procedures.

· Experience in working in different countries, cultures and security contexts, appreciating both the unique and common challenges therein.

· Competence in the design and delivery of training courses and building capacities of national authorities and armed forces.

· Commitment to continuous improvement as an individual and personal ambition to realise the objectives of AMAT.

· Fluent in written and spoken English and Spanish, with highly developed communication skills.

· Proven team-player with service-minded attitude.

· Frequent International Travel required
Desirable

· A post-graduate degree or equivalent military diploma in a field relevant to SSMA.

· Competence in project management, budget monitoring and substantive and financial reporting

· Ability to communicate in French and/or Russian.
