WHAT DO WE DO…


SOLIDARITÉS INTERNATIONAL works around the towns of Paoua and Kaga Bandoro, where many displaced people live.

Our teams rehabilitate water and sanitation infrastructures, while forming water management committees to ensure their sustainability. Our awareness campaigns on hygiene and the use of water points help to cope with the strong pressure exerted by the massive influx of populations. SOLIDARITÉS INTERNATIONAL supplies families, but also farmers with drinking water, by repairing some defective boreholes and ensuring the transport and storage of this water to their land, helping to improve food security.

Community interest works facilitate agricultural, pastoral and commercial activities and therefore increase the availability of food and revive the market. Our teams provide tool kits and seeds to farmers and breeders, and provide training.

Thanks to a rapid emergency response mechanism and the constitution of an emergency stock, SOLIDARITÉS INTERNATIONAL stands ready to intervene from the first hours of a man-made or natural disaster in order to ensure access to drinking water and a healthy environment for populations made vulnerable by a shock, natural disaster or epidemic.

The programs concerned by the position

A first project provides for interventions in various fields:
Agricultural revival and market gardening thanks to the distribution of seeds and tools
Fishing where households are supported through canoes and equipment
Technical support for different productions and the promotion of good feeding practices.

A second project provides for the distribution of food rations and the implementation of food hygiene awareness for the most vulnerable households.

A third project aims to strengthen community knowledge in the prevention of common health problems.

Paoua base size

The budget of the Paoua base is around 2 million euros and includes around 50 national staff. The national team to be supervised is composed of an administrative assistant and a cashier for the administration as well as a logistics assistant, a stock manager, a radio operator, a buyer, a general services manager and a team of guards and drivers. An administrative assistant logistician is also present in Markounda, where a newly opened sub-base is located.

JOB DESCRIPTION

Under the supervision of the Country Director and in conjunction with the Security & Access Manager (Bangui), the Security & Humanitarian Access Support Manager accompanies the Field Coordinator and his team from the Paoua base and the Markounda sub-base during the safety / access reassessment of axes and areas of activity, updating of operating procedures and their implementation in the field.

As part of this mission, he / she will be responsible for:
Support and train the Field Coordinator and the Liaison Officer in strengthening the network of key field contacts, piloting the context analysis, updating the existing Safety & Access Standard Operating Plans (POS / SOP).
Conduct the review of the context / actors and local risk analysis (workshops & visits, Paoua base, Markounda sub-base and concerned activity areas - included in 4 sub-prefectures (Paoua, Kouï, Markounda and Bocaranga -).
Conduct the review of the security / access management framework and practices accordingly.
Lead the dissemination of the revised Standard Operational Plans to the local team (training workshops, field visits).

Specific issues and challenges:
At the national level, the security and access context fluctuates in line with the vagaries of an electoral campaign (presidential) scheduled for the end of 2020, the timing of which is uncertain.
At the local level, the joint FACA-MINUSCA operation launched in June against the 3R movement continues to have an impact on humanitarian access in an area including the Prefectures of Ouham Pendé and Ouham.

YOUR PROFILE
Specific skills / experience required:

Master's degree related to the field at least 2 years of professional experience;
Experience in a position related to personnel and organizational security, risk assessment, security management and security awareness.
Prior experience in team management.
At least one experience in an emergency context and if possible in Africa.
At least one mission experience in a difficult security context and if possible in Africa.

Technical skills and knowledge:
Ability to work under pressure
Interpersonal skills ;
Good ability to communicate with authorities,
Managerial qualities, and in particular in capacity building
Taste for teamwork.
Organizational and prioritization skills, and the ability to manage multiple things at the same time.
Great capacity for work and resistance to stress.

Knowledge of specific IS themes and tools highly appreciated.
Knowledge of the Central African context appreciated.
Used to working in an unstable political and security environment.
Basic knowledge of IT management;

CONDITIONS
Employee position:
Employee position: from 1,960 euros gross (1,800 euros base salary + 10% paid vacation premium paid monthly) and monthly Per Diem of 320,000 FCFA.

SI also covers accommodation costs as well as travel costs between the expatriate's country of origin and the place of mission.

Social Security :

The expatriate benefits from high-quality social coverage to cover all health costs and accident insurance including war risks.

Break
: During the assignment, work-rest alternation is ensured by breaks scheduled every three months with an allowance of 850 USD.

On the basis of a one-year assignment: breaks of 7 working days to 3, 6 and 9 months of assignment (with a participation of 850 USD paid by Solidarités).
To these breaks, we must add the granting of an additional day of rest per month worked, ie 12 more days for a one-year contract.
