WHAT DO WE DO…
Haiti is a country widely exposed and vulnerable to climatic hazards. Since 2004 a total of 49 natural disasters have hit the country, and this trend was confirmed in 2017, with no less than 17 named systems in the North Atlantic including 10 cyclones, including 6 categorized as 'major'.

The alternation of El Niño and La Niña phenomena impacts Haiti, and repeated episodes of drought limit access to water, both for the consumption of populations and their livestock, but also for irrigation. There followed episodes of heavy rains leading to landslides, leaching of soils and favoring water contamination and silting up of the bay. In addition, the cyclonic seasons put the country on alert for more than 4 months a year.

In addition to climatic hazards, Haiti faces a governance crisis with the delivery of deficient and very low quality public services.

The Haitian context is therefore the regular theater of emergency responses, carried out in parallel with more sustainable actions. Responding to immediate needs relieves the population in the intervention areas, while longer-term projects aim to sustainably improve their resilience and / or prevent risks.

Also, the strategy of Solidarités International is part of a reflection of integration and link between development and emergency action, particularly suited to the dynamics of the Haitian crisis aimed at strengthening the capacities of local actors while equipping themselves with strong emergency response capacity.

In programmatic terms, SI implements the following interventions at the Anse d'Hainault base.
Food Security and Agricultural Recovery Project (SAN) funded by Europaid in consortium with ACF (Lead) and ACTED in the department of Grand'Anse, PASANGA (pro resilience project for agricultural recovery (strengthening of 2 promising agricultural sectors as well as fishing industry on Anse d'Hainault and the adjoining town of Les Irois))
An emergency food and nutrition security project funded by ECHO and the CDC called PROSANGA in the department of Grand Anse
A WASH IN SCHOOL project funded by UNICEF and 3 other cofinancing from French foundations and agencies.

JOB DESCRIPTION

Under the supervision of the Country Director and in conjunction with the Security Manager (Port-au-Prince), the Security & Humanitarian Access Support accompanies the Port-au-Prince office team during the security / access reassessment areas of activity, review of operating methods and their implementation in the field.

As part of this mission, he / she will be responsible for:
Support and train the Security Manager and field team leaders in strengthening the network of key field contacts, piloting the local context analysis, updating existing Security & Access operating modes.
Conduct the review of the context / actors and local risk analysis (areas of activities concerned for the Port-au-Prince office).
Drive the optimization of the security / access management framework and practices (existing) accordingly.
Lead the dissemination of the work carried out with the local team (support for field visits).

Priorities for the month
Train and support all teams on security and access issues
Recruit, train and support the future security and access referent of the mission.
In conjunction with the Country Director, implement the tools necessary for the mission's access strategy.

YOUR PROFILE
Specific skills / experience required:
Master's degree related to the field at least 2 years of professional experience;
Experience in a position related to personnel and organizational security, risk assessment, security management and security awareness.
Prior experience in team management.
At least one experience in an emergency context

Technical skills and knowledge:
Ability to work under pressure
Interpersonal skills ;
Good ability to communicate with authorities,
Managerial qualities, and in particular in capacity building
Taste for teamwork.
Organizational and prioritization skills, and the ability to manage multiple things at the same time.
Great capacity for work and resistance to stress.
Availability, flexibility, autonomy.
Strong adaptability.
Knowledge of specific IS themes and tools highly appreciated.
Knowledge of the Haitian context appreciated.
Used to working in an unstable political and security environment.
Basic knowledge of IT management;

Language: French, knowledge of Haitian Creole is an asset


IF YOU WILL OFFER THE FOLLOWING CONDITIONS

Employee position:
Employee position: from 1,980 euros gross (1,800 euros base salary + 10% paid vacation premium paid monthly) and 750 dollars of Per Diem monthly.

SI also covers accommodation costs as well as travel costs between the expatriate's country of origin and the place of mission.

Social Security :

The expatriate benefits from high-quality social coverage to cover all health costs and accident insurance including war risks.

Break: During the assignment, work-rest alternation is ensured by breaks scheduled every three months with an allowance of 850 USD.

On the basis of a one-year assignment: breaks of 7 working days to 3, 6 and 9 months of assignment (with a participation of 850 USD paid by Solidarités).
To these breaks, we must add the granting of an additional day of rest per month worked, ie 12 more days for a one-year contract.
