The security situation and epidemics/outbreaks continue to affect millions of lives in North Eastern and North Western part of Nigeria. SI is responding to the humanitarian needs of displaced populations and host communities in Borno State (North East) since 2016 (direct implementation and in partnerships). The targeted sectors of intervention are WASH, Shelter, Logistics, Food Security & Livelihoods. Although the mission responds mainly on emergency responses, a development project financed by the EU is still underway. The annual budget of the mission is around 10M Euro in 2020.
The mission has a strong potential for development in its current areas of intervention and plans to carry out a need assessment early in 2021 in the North Western part of Nigeria where needs are acute and access more complex.
The mission is fully staffed with 18 international and 200 national personals with a wide range of profiles.
There are 5 bases:
1 representation office/GH in Abuja,
1 coordination office in Maiduguri,
3 bases located in Ngala, Dikwa and Monguno.
ABOUT THE JOB
Under the direct management of the Country Director, the Safety and Security Coordinator supports the Country Director in the adaptation of SI safety & security framework in Nigeria to the current context.
He/She also contributes to the recruitment and continuous training of the Security Manager over the duration of his/her mission. Within the framework of his/her mission, he/she will be in charge of:
Leading the review of SI bases risk analysis (Maiduguri, Monguno, Ngala and Dikwa)
Supporting the FC/CD in the review process of the security documentation
Ensuring proper dissemination of the documentation among all SI staffs by organizing specific workshops on the bases.
Ensuring proper operationalization of the security process within the field teams with the support of the Country Director and Field Coordinators.
Reviewing local security setups, with realistic action plans mentioning clear priorities.
Supporting the diversification / consolidation of information sources/networks at the local level and its subsequent analysis at the coordination level
Contributing to the recruitment and continuous training of the Security Manager and Field Coordinator Assistants (FCA).
Supporting the Country Director in developing an Access strategy for specific intervention areas.
Specificities of the position and challenges
Security management capacity at mission level weakened due to remote management in the last months. Limited presence in the field for senior staff.
Continuous degradation of the general security context since 2019, affecting the access capacities of NGOs
Departure of Security Manager & Several new staffs within SI in key positions (FC, Log Co, etc.)
Priorities for the 2/3 first months
Reviewing SI security documentation framework and subsequent update / development of Security Memo, SOP etc…
Contributing to improve the general management of security on a daily basis
Recruiting and integrating a new Security Manager
Ensure passive security of the premises is improved as per planification, and communication item in use (staff trained, equipment maintained and properly used)
Train FCAs on security analysis and reporting
YOUR PROFILE
Experience:
Bachelor’s degree or equivalent
Minimum 5 years working with INGO specialized in humanitarian assistance.
Considerable and strong security planning and implementation work experience gained in the context of field relief operations in insecure areas.
Substantial experience of working in conflict-affected areas and of associated risks to personal and organizational security
Security assessment/review experience and analytical and planning skills
Previous experience in Nigeria context is major advantage
Skills:
Proven excellence in communication and liaison skills (diplomatic)
Initiative and creative thinking, patience, sensitivity and tact
Ability to work under pressure and in response to changing needs
Strong training skills
Strong initiative with solid organizational and communication skills
Ability to work well within a team
Problem solving skills
Language:
Fluent English – written and spoken
French is an asset
Computer skills:
Proficiency in Microsoft Office, working knowledge of spread sheet and database management.
SI WILL OFFER YOU
A salaried post:
According to experience, starting from EUR 2400 gross per month (+ 10% annual leave allowance paid monthly i.e. EUR 2640 gross per month); and a monthly Per Diem of USD 600 per month.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).
To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The candidate will be accommodated in the guesthouse in Maiduguri.
Living conditions in Maiduguri are good : there are many other NGOs in the area, and staff has access to some restaurants and markets.
