Project Summary:
The Colombia Transforma Program aims to advance the initial obligation of peace implementation by helping the Government of Colombia (GOC) install its own flexible, rapid response capacity to achieve quick wins; jump start peace implementation in the most critical national security geography in accordance with prioritization done by GOC; and provide punctual, strategic technical assistance to three levels of government.

Position Summary:
The Logistics and Security Specialist (LSS) supports the Security Manager (LSM) in security management, acting as the central hub for communication and intelligence for Colombia Transforms and supervising all security-related matter for the Program, including that of all Regional Teams and program sites. The position is a fixed-term labor contract for one year.
Responsibilities:
Analyze and continuously monitor the security conditions and public order within the country and specifically in the areas where the project operates through local media, safety reports and information collected from field staff
Make recommendations to the LSM regarding operations and security strategy of the Program
Support the assessment of security risks that may impact the movement of personnel and security in different parts of the country
Communicate risks to the LSM
Collaborate in the development and implementation of Security and Contingency plans
Monitor the operating environment
Perform risk matrices and update assessments
Develop and update security procedures and plans as required
Collect and analyze security context information to guide and alert the LSM of security risks and interference for the Program
Constantly monitor the travel of staff and program consultants according to security policies and procedures
Accompany staff in the field to support logistical and security issues at local and national level events, as required
Keep the list of staff contacts updated according to personnel movement made by Program staff, and draft reports to the COP, DCOP, Home Officer and LSM
Be an active participant in the Occupational Health and Safety Management Systems
Organize and manage the emergency brigades in the offices where the Program operates
Make local and national deployments as required to fulfill tasks assigned by the LSM and / or DCOP
Contribute to the logistical organization of the Program in maintaining the security of bins, services and people both in the operational and in the implementation of program activities
Other tasks assigned by the LSM or DCOP
Qualifications:
Administration bachelor's degree or other related discipline is preferred
Minimum of two years of experience with safety assessment, planning, and execution of the safety procedures of a program financed by international donors
Experience managing physical security protocols, monitoring and management of personnel mobilization in critical area
Proactive, systematic and highly organized, capable of responsibly ensuring the safety of team members
Ability to advise and support staff in a consultative manner
Flexible and capable of modifying abrupt changes in a short time frame
Proficient communication skills including proactive problem solving
Spanish fluency required, English proficiency is preferred
