Job Description

The ESO will manage the explosive safety program and will provide technical support and advice to the Officer in charge (OIC) regarding compliance with standards and regulations.



Responsibilities

Plan, implement and manage explosive safety program and execute technical, administrative supervision and ESAMS documentation.
Provide technical advice and direction to the Installation Commander, tenant commands and Regional Program Director on all Explosive Safety related matters.
Provide assistance and guidance to CO's, OIC's and individual activities in developing, funding, implementing, maintaining and improving explosive safety programs, including justification for operating expenditures and staffing requirements.
Administer and execute program elements to subordinate organizational levels, and ensure each echelon is participating fully in the program.
Evaluate explosive safety requirements and operations proposed for future facilities, workload and new equipment procurements. Administer a management information system for required tracking of mishap, injury and illness data associated with explosive safety for services commands, subordinate commands, and tenants. This information is relied upon to identify trends of accident causation and to perform in-depth analysis to implement accident reduction measures and techniques.
Provide expert explosive safety advice, coordination and oversight functions to the installation Officer in Charge (OIC), including enforcement of waivers and participation in the Ammunition and Hazardous Materials (AMHAZ) Review Board.
Serve as the Explosive Safety Officer (ESO) reporting dually to the Regional Safety Director, and the OIC on all explosive safety issues involving the installation.
Manage the explosive safety program and provide technical support and advice to the OIC regarding compliance with standards and regulations.
Review qualification and certification of personnel working with ammunition and explosives. Provide explosive safety training to military and civilian personnel.
Conduct explosive safety inspections and accident investigations, recommend corrective action, and maintain records.
Review facility site approval documents and recommend corrective requests for deviations to ensure compliance with Explosive Safety Quantity Distance (ESQD) arcs and safety procedures.
Determine broad work assignments, establish overall work goals, objectives and priorities, review work for adequacy and accuracy, procure safety training aids, and administrative supplies. Perform other routine personnel management and department administrative duties necessary to provide ESO services.
Participate in national conferences convened by the National Safety Council, Explosive Officer's Conferences, National Fire Protection Association, Emergency Management organizations and others to develop and adopt occupational safety, health, fire and emergency operation standards for government operations and contractor employment via online methods.
Exercise direct liaison and coordination responsibilities with serviced commands and subordinate supervisors within the supported area of responsibility.
Responsible for supporting existing procedures to protect all Navy personnel from coercion, discrimination or reprisals for participation in the NAVSEA program.


Qualifications




• MINIMUM QUALIFICATIONS: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

· Bachelors degree or equivalent

· Valid US driver’s license

· Ability to obtain an maintain a secret clearance


• Experience:

· Extensive knowledge of ammunition and explosives to provide oversight functions and to ensure safety of operations, storage and personnel.

· Ability to determine Explosive Safety Quantity Distance (ESQD) arcs and review facility site approval documents. Ability to effectively manage the explosive safety program and provide technical support and advice to the OIC on explosive safety issues regarding compliance with standards and regulations.

· Expert knowledge and skill sufficient to represent the Command at national conferences and interagency meetings on matters concerning national policy, problems, and issues.


• Skills:

· Develop and facilitate explosive safety training to assigned personnel as needed.

· On-the-job training, and formal podium lead instruction.

· Prepare lesson plans and curriculums to assist with the training, as well as using commercial off- the shelf courses as available and applicable.

· Provide public awareness training as required.

· Provide program work scope management support including design, planning, scheduling, monitoring, reporting and documentation.

· Ensuring compliance with the agreed standards and processes.

· Ensure that all operational security policies, processes and procedures are complied with. Provide routine status and project reports as required.

· Must be proficient with Microsoft programs such as Outlook, Excel, Word, Power Point

· Fluent in English with good verbal, reading, and writing skills.

· Able and willing to work periods of long hours to meet mission requirements
