Having met the minimum qualifications, the preferred candidate will have prior military, aviation, security, law enforcement or communications experience.

Lead and attend meetings with multiple Airport Stakeholders in relation to Airport Aviation security
Review and comment contractor submissions, including but not limited to plans / strategies related to Security systems from the perspective of Concept of Operations to best utilize the newly installed and existing security systems (i.e. ACS, CCTV, BHS, HBS, Security screening systems)
Preparation of Meeting Minutes and follow actions to closure
Provide input, review related Tender, procurement Documentation to Security Systems, Site Security packages
Understanding of Airports Security Department Concept of operation and guiding the project Contractors to implement their deliverables in compliance with those
Coordinate and Manage the Security personnel training in conjunction with project requirement and the Airport Security department Training standards
Analyze airport security requirements and facilitate coordination with contractors to successfully implement ORAT (Operational Readiness Activation & Transition)
Proven experience in the planning, organization and implementation of security practices for the safeguarding of civil aviation, aerodromes and facilities, appreciation of the legal basis of AVSEC and restricted articles regulations.
Knowledge of the principles of operation and use of security devices and equipment including surveillance, detection and intrusion alarm systems in relation to purely domestic, mixed and international regulations.
Ability to organize and implement bomb threat response procedures, anti-hijacking procedures and other aerodrome security measures.
Working knowledge of ICAO Standards and Recommended Practices (SARPs) relevant to the Aviation Security specialty; i.e., ICAO Annex 17 to the Convention on ICAO (Chicago Convention), ICAO Security Manual for the Safeguarding of Civil Aviation from Acts of Unlawful Interference (Doc 8973).
Familiarity with ICAO AVSEC Training Programme and ICAO Annexes 6, 9, 14 and 18.
Propose Security Strategies as requested by the Client
Perform Threat and Risk Analysis planning as required
Prepare correspondence letters to Client and Contractors
Diligent follow up of actions, proactive approach
Report to management of daily/monthly progress on tasks undertaken
Understand and validate security systems connectivity campus wide / multi projects end-to-end installations
Prepare and perform Security Systems presentations as requested
Prepare progress reporting, attend meetings, perform site surveys
Perform Site surveys to ensure design is followed in frequent intervals during construction phase
Prepare, develop project documentation as request
Provide input to develop strategies
Ad hoc requests for immediate responses from Client, and Organization management
Records test results, test procedures, or inspection data and verifies completeness or accuracy of data.
Monitors Airport operational conditions and status of automated systems, performing routine tests to ensure appropriate notifications and follow up
actions are taken.
May conduct airfield tours.
Performs other duties as assigned.

Qualifications

Degree in security management or relevant field, from an accredited college or university required; or, the equivalent combination of education and practical experience.
Twenty (20) years minimum work experience
Ten (10) years working in major international Airports and demonstrated expertise in aviation safety or security required, preferred.
Knowledge of aviation and flight terminology as well as the airline operations environment required.
An understanding of aviation safety concepts; new entrants’ challenges and issues, air traffic control, the airline industry; airline pilots; and, the laws and regulations that affect safety and the industry strongly preferred.
An understanding of cyber security as it pertains to aviation.
Knowledge of IATA/AVSEC regulations and advisory materials pertaining to aviation safety.
Ability to learn quickly and adapt to changing demands is extremely important.
Software: Microsoft Outlook, Word, Excel, and PowerPoint required.
Excellent interpersonal and communication skills, oral and written, for effective interaction with internal staff, external contacts, and pilots.
Excellent organizational skills.

Able to work independently and to be proactive in identifying and responding to issues and problems.

Note: The applicant is requested to provide a list of projects that has been directly or indirectly involved during its course of experience, if working as operational staff in previous experience and not project based. i.e. if working in an airport and the airport proceeded with systems upgrades, or new expansions then the applicant has to list these projects and provide the terms of involvement
