Access and Security Manager , Haiti

Job Description: 

Present in Haiti since 2008, the organization implements projects on the following themes:

• Functional rehabilitation
• Social and economic integration
• Inclusive disaster risk management
• Road safety
• Humanitarian logistics
• The defense of the rights of people with disabilities and inclusion
• The response to basic needs / health / hygiene as part of the Covid response

The projects are implemented in the departments of the West, the lower North-West, the North, the North-East and the South-East. Three operational bases are located in Port-au-Prince, Bombardopolis and Cap-Haitien.

The current Operational Strategy, which had been developed for three years, will be completed at the end of 2020. The team will work in the coming months on the development of the new strategy.

The Humanitarian Access and Security Manager's role is to help ensure the safety and security of HI personnel and property at all times, by ensuring that risk analyzes, security frameworks, protocols and tools are in place, all by overseeing their correct and efficient implementation.

The secondary objective is to develop HI's analysis, dialogue and negotiation capacities so that populations can fully access humanitarian aid. This position is directly under the supervision of the Program Director.

EXPECTED PROFILE:

Qualifications:
• Bachelor's degree in political science, international relations, humanitarian aid, security management…
• Recognized qualification in security management and / or a qualification in first aid / security
• A master's degree in one of these domains is an important asset

Experience:
• At least 5 years of professional experience in security management and context analysis in insecure environments preferably with INGOs
• Additional professional experience in the management of projects, programs and / or bases in different humanitarian contexts and different sectors of intervention are an important asset
• Proven experience in the production of quality reports and documents, including maps, as well as in the organization of briefings and professional training is an asset important

Skills:
• Experience in security assessment, analysis and planning skills
• Substantial experience in the development of security management
• Experience in staff training
• Proficiency in French and English
• Experience in working with INGOs as well as with teams of people with more or less advanced knowledge of management and security planning
• Good computer skills (information research, software), including the use of various communication tools, PCs, and cartography
• Knowledge of Haiti and mastery of Haitian Creole are a major asset
