BACKGROUND TO THE ASSIGNMENT:
International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-sectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

For nearly a decade, the people of Venezuela have suffered shortages of the most basic necessities, including food and medicines, resulting in the largest refugee crisis recorded in the Americas. Since 2015, 3 million people have fled Venezuela amid starvation, government repression, extreme economic crisis, and growing civil unrest.At the same time, the Venezuelan Government’s rejection of international aid has exacerbated the situation to an extreme degree.

Under LDS grant, International Medical Corps’ goal is to address the humanitarian needs in Venezuela through improving access to health and health-related services. To achieve this goal, International Medical Corps will work with two local organizations, Fundación Nativo, and FUDEP and prioritize reaching communities that lack medical supplies, medications, medical equipment, and medical staff. Across activities, International Medical Corps will target the most vulnerable women, men, and children. Given the identified needs, International Medical Corps will concentrate its efforts to ultimately increase access to health services and hygiene support through mobile medical teams in Bolivar, Venezuela for approximately 2,207 women, men, and children in 25 communities. Providing quality medical services in the state of Bolivar is critical. These states include much of the indigenous population of Venezuela, and in these more remote areas access to medical care is extremely limited or non-existent.

PURPOSE OF THE ASSIGNMENT:
Detail the purpose of the project

International Medical Corps will provide medical support in the communities of Bolivar for the planned 2,207 women, men, and children with local partner Fundación Nativo and FUDEP, who has additional medical capacity that Fundación Nativo does not have, increasing our ability to provide comprehensive health care.FUDEP will recruit a medical team, and provide the medical health service to the targeted communities. provide medical support during the MMU. The MMU will last for a month. The mobile medical unit team composition will include 28 medical staff (for the one team). The composition of three partners will ultimately improve overall access to healthcare for the community and ensure the safety of our teams.
Fundación Nativo continues to be a strong health partner, and, with a presence in Bolivar, is also able to ensure the support of the community, so that we will be able to have the greatest impact.

To support IMC efforts in Venezuela the security officer will 1)Ensure continuous safety and security awareness and standards within areas of responsibility 2) Support the Logistic Coordinator/Security Advisor and Country Director in ensuring that effective security measures for IMC Venezuela programs are appropriately planned for and addressed.

Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Compliance & Ethics:

Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.

Organization and Planning
Ensure alignment with IMC Global security policies and standards, thus ensuring that operational priorities are enabled and appropriately supported.
Work closely with Logistic Coordinator/Security Advisor and Country Director,to carry out Security Risk Assessments.
Ensure adequate and contextually appropriate planning, including: Safety and Security Management Plan, Contingency Plans, and Emergency Plans.
Review and keep up-to-date Safety and Security Management SOPs in coordination with Logistic Coordinator/Security Advisor and Country Director.

Monitoring and Reporting
Conduct context analysis and stakeholder analysis, as it relates to safety of IMC Venezuela staff, assets, and operations.
Maintain daily situation awareness, as it relates to safety and security threats in area as well as IMC Venezuela staff, assets, and Programs.
Ensure that all security incidents are reported in accordance with IMC Global Security Policy.
Provide security-related advice, in written and oral form, to Logistic Coordinator/Security Advisor and Country Director
Collect, analyze and disseminate security information appropriately.

Safety and Security Implementation
Ensure Core Security Requirements are implemented in line with local context and in accordance with IMC global security guidance;
Provide input and support to management in crisis situations and critical incidents.
Ensure incidents are managed properly and conduct investigations when required.
Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
Support present and new Areas of Operations in terms of access and Safety as required/directed.
Seek to develop a culture of security awareness and monitor compliance.
Undertake other security-related functions or responsibilities as delegated/ requested by manager.

Networking and External Liaison/ Engagement
Build ongoing networks for sharing security information and coordination.
Under the supervision of Logistic Coordinator/Security Advisor, coordinate with Partner Organizations and Implementing Partners on Security related matters.

Qualifications:
Spanish and English is a plus Bachelor’s Degree in a field related to humanitarian work or risk management, such as security management, disaster response, regional studies, social science, business administration or similar. Master’s degree in relevant field preferred.
At least 5 years’ work experience
Experience working with Humanitarian Organizations and/or in high-risk contexts preferred
A detailed understanding of security and cultural context of Venezuela .
