Responsibilities
The role of the Security Coordination Officer is to act as liaison with the Security and Safety Service (SSS), GVA, in matters related to the security and safety of IIIM staff and assets in the UNOG campus, and to prepare, implement and monitor a security framework for IIIM operations in the field, in coordination with the United Nations Department for Safety and Security (UNDSS) relevant offices and with other parties as needed. As directed, the Security Coordinator/Advisor will be responsible for the following duties:
1) Security response planning and communication:
• In coordination with SSS Geneva, plans security responses and communication with all parties across all levels of the IIIM to ensure safety and security of staff.
• In consultation with SSS Geneva, develops policy advice on security issues as appropriate across all levels of the IIIM.
• Liaises and coordinates as required with SSS Geneva and with other Geneva-based UN Agency Security Focal Points to keep abreast of relevant security matters in the Geneva area.
• In consultation with SSS Geneva, drafts the overall security plan for IIIM, including all aspects related to elaboration, development, implementation and updating of the plan.
• Liaises with SSS Geneva to ensure that fire detection devices and fire-fighting equipment are available on the IIIM’s premises. Coordinates with SSS Geneva in the maintenance of the fire evacuation plan and the conduct of fire drills and training as necessary.
• Contributes to implementation and evaluation of the preparedness and compliance of the IIIM to security measures mandated by UNDSS through SSS Geneva.
• Liaises with SSS Geneva to ensure that Personal Security Risk Assessments (PSRAs) for senior IIIM personnel are updated as required.
• Liaises with SSS Geneva in the conduct of security assessment of IIIM premises and recommends appropriate upgrades and other actions.
• Liaises with UNDSS to ensure that the Security Risk Management (SRM) for IIIM premises is updated on an annual basis or as required.
• Assists the Head and/or Deputy Head of the IIIM in their oversight functions for the management of staff safety at IIIM premises and in the field.
2) Coordination of field security-related matters:
• Supervises and guides security aspects of IIIM activities in field operations and provides technical oversight, including in liaison with field security officers as required.
• Prepares security guidelines for IIIM staff on field mission.
• Assesses relevant prevailing security conditions, identifying security trends and advising IIIM Management, staff and associated personnel on potential security problems, such as direct threats, kidnapping, armed attacks, arrest and detention. Prepares travel advice and assists in the preparation of mission plans.
• As required by the supervisor, liaises with the UNDSS and field security coordinators of other agencies for the purpose of exchanging information and facilitating greater staff security and safety for IIIM staff.
• Plans and implements security assessment missions to the field and for the purpose of responding to emergencies and advising IIIM staff and management on how best to deal with serious security/ safety problems.
• Coordinates and, where appropriate, implements security training for staff at all levels.
