The ROM will have to ensure that the local team are correctly managed and trained to cover absences. Expatriate oversight in country will be available to cover leave periods, however physical presence in Palma during leave is not guaranteed due to other commitments. Planning for leave periods to take this into account
Role Requirements
Reporting to the DOps Mozambique, the responsibilities of the ROM - Palma, Mozambique are as follows:
Knowledge of and competence in designing and delivering integrated (physical, human, technology, community, information and reporting as well as consulting etc.) security solutions.
Competent at managing a SHE programme across all operations of the business.
Must have a critically keen eye for detail in terms of cost control measures, uniform standards, compliance with all operational SOP’s and labour efficiency to ensure service delivery as well as management of customer complaints and terminations.
Ability to produce complex conceptual written proposals/documentation (aimed at new business).
Ability to develop / design, plan and run small, medium and large scale integrated security projects safely and efficiently while in compliance with the country specific labour laws.
Must have excellent written and verbal communication skills in order to convey complex messages across a wide ranging audience.
Advanced communication skills are required to act as a subject matter expert when providing advice and recommendations, and to communicate with key stakeholders on sensitive subjects.
Must have a detailed working knowledge of Microsoft office and IT in order to present and accurately maintain internal and external reporting requirements.
Demonstrates integrity and upholds ethics and values.
Promotes and defends equal opportunities, builds diverse teams.
Understanding of the key relationship between contract management, rostering systems and then payroll and billing i.e. manpower and revenue assurance.
The incumbent requires experience working:
In Mozambique and ideally speaks Portuguese and or Swahili to a competent standard.
Competence in reading and writing Portuguese would be an asset although not a prerequisite.
Minimum of 10 years of security management experience and ideally 3 – 5 years managing a manned guarding operation in remote and or austere environments.
Minimum service in the military or police of 5 years.
Ideally will have managed security operations in the mining and or oil and gas sectors with a minimum of 5 years’ experience in Africa.
Demonstrable experience of carrying out security risk assessments, producing a report and presenting key findings and recommendations which can contribute towards the design of security solutions to meet client requirements.
Clear proof of being able to work as part of and lead teams to achieve the delivery of sustainable safe and successful operations. This includes talent identification, succession planning and team building.
Has worked closely with key external stakeholders such as but not limited to local communities, Government agencies and Aid organisations, which ensure safe and secure security operations.
Able to operate independently in remote and at times hostile environments in support of the company and or a client.
Services
Services provided by the Contractor shall be those typically expected for someone in the Position and include, but not be limited to the provision of ops support to ensure the safety and security of all client staff and other personnel who come under duty of care of RMT, Mozambique. Services the Contractor can expect to carry out, would include:
To be resident at the GWML operational facility in Palma and be responsible for the daily efficient and effective management of all GWML operations in and around the Palma area.
To ensure a detailed understanding and knowledge of all GWML and client sites both within the environs of Palma town and within the Afungi LNG Project area – “The DUAT”.
To gain a thorough understanding of the work carried out at the CCS-JV contract by GWML and have the ability to stand in for the GWML Project Manager in extremis.
Facilitate Procurement, Logistics and Administrative needs to ensure the smooth running of all services and projects
Lead Health, Safety, Environment, Quality, Risk, and Business Continuity efforts across GWML’s Palma Operations
Responsible for leading on the investigation and AAR process associated with all operations related incidents across GWML’s Palma Operations.
Undertake other duties as required by the CD and DOps.
Responsible for delivering and maintaining the highest possible standard of service delivery across all company operations.
Responsible for Labour Efficiency across the business and ensuring that staffing is maintained at contractually stipulated levels at all times.
Responsible for delivering services / projects on time and within or preferably below budget at all times
Responsible for ensuring that all personnel deployments and services rendered to clients are correctly detailed and accurate billing information is passed to the GWML Finance Department in Maputo.
Responsible for (in conjunction with the DOps) regularly assessing the threat status affecting the Company’s operations in Palma, Afungi and the surrounding areas as far to the South as Pemba and then presenting findings and recommendations to mitigate key risks identified.
Regularly review and revising the training curricula, training aids, methods of instruction and managing the training team to deliver consistent and professional levels of training across all sites in the Palma / Afungi area.
Support the Country Director (CD) and the DOps with regards to sales and marketing efforts which may include but not be limited to conducting security risk assessments, site surveys, designing security solutions to meet client requirements, meeting and presenting to potential new customers and attending events.
Responsible for internal company and local compliance across GWML Palma Operations. Ensuring in-country activities are conducted in-line with GardaWorld procedures, processes, and policies and with its Business Management System to include record keeping and maintenance as well as managing reports and returns.
Build and sustain professional relationships with key clients and external stakeholders.
Responsible for the management of customer complaints to ensure issues are resolved promptly.
In conjunction with the DOps and HR Manager, ensure industrial relations are managed effectively at all times.
Undertaking any other direction or reasonable request given by appropriate GardaWorld Management team in accordance with GW Standard Operating Procedures and Guidelines
