PAE is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP). https://www.justice.gov/criminal-icitap ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. PAE is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.
Please Note: This is an Independent Contractor position with PAE, it should not be considered an employment relationship with PAE.
Duties and Responsibilities:
ICITAP Montenegro seeks a highly qualified and experienced law enforcement development advisor familiar with Maritime policing investigations, operations, techniques, and training as well as in the operation of Maritime watercraft for law enforcement purposes. This person will be required to provide intermittent advisement and training in Podgorica for the Montenegro Border Police units responsible for policing lakes, rivers, and other bodies of water.
Required Qualifications:
The candidate must have previous supervisory experience and experience in developing policy and standard operating procedures related to Maritime law enforcement, as well as good familiarity with Maritime boating issues in Montenegro; specifically, the Lake Shkoder region.
The candidate should have proven project management skills and able to exercise cultural sensitivity in a complex work environment, to include host nation partners, embassy partners, and U.S.-based federal partners.
The candidate is required to have at least 20 years of experience in advanced Maritime investigations.
Detailed knowledge of these topics related specifically to Law Enforcement Maritime operations only: training, tactics, investigations, equipment, sworn law enforcement officer boat operations, policy and standard operating procedures, Maritime criminal operations (with focus on organized crime trafficking), safety and tactical first aide procedures,
Security Level Required: Candidate will be required to obtain a moderate risk Public Trust Waiver.
Additional Information:
Expected Period of Performance: September 1-December 16, 2020 (with the possibility of extension)
Expected Deployment Date: Immediately upon being hired by PAE
Planned Work Schedule (# days per month) The work will be set by ICITAP Montenegro but is not expected to exceed 22 fee days per month.
Work Location (City) Location will be in Montenegro. Specific location within country will vary and will be specified in subsequent TGLs.
Work Site (Embassy, DOJ Facility, Ministry, etc.) Most training will be conducted on site in Montenegro as specified in #9 above.
Any Additional Incentives (Danger Pay %, Post Differential %, Reduced Per Diem, etc.) The independent contractor will receive per diem in accordance with current Department of State rates for the location. Travel, such as airfare to Podgorica, will be funded by DOJ ICITAP. The contractor will be reimbursed for all program-related expenses as approved by ICITAP HQ and/or the ICITAP Attaché in Podgorica. There are no additional allowances planned.
