Senegal Armed Forces Peacekeeping Capacity Building Advisor


Security Clearance Requirement: Current Secret
Language Requirement: French fluency

Culmen International is seeking a Senior Advisor with previous experience in force generation, training and military resource management, training for peace operations and experience in Senegal or the region. The Senior Advisor will support the defense reform objectives of the Senegalese Armed Forces (SAF). This position is contingent upon contract award.

Position Description
The Senior Advisor will support the Senegalese Armed Forces to strengthen the institutional capacity and instructor capabilities at Senegal’s Peacekeeping Center and subordinate training schools. The Senior Advisor will work to improve the SAF’s operational readiness capabilities and enhance the SAF’s critical enabler and rapid deployment peacekeeping capabilities.

Role and responsibilities include:
Conduct a capability assessment and gap analysis of the SAF’s PDT cycle focusing on curriculum quality, delivery quality, cadre stability, and quality of training support.
In coordination with SAF leadership, develop and implement a prioritized work plan to update the SAF’s contingent PDT curriculum.
Mentor, provide advice and guidance, and assist the SAF’s planning and conduct of SAF-led PDT at CET-7 and CET-2 in accordance with approved work.
Support the coordination of U.S. peacekeeping-related assistance efforts and help to integrate those efforts with other donor-provided assistance.
Mentor, provide advice and guidance, and assist SAF leaders to improve policies and procedures directly affecting SAF operational readiness.
Requirements include:
U.S. citizenship
Current secret security clearance
Bachelor's degree
Demonstrated experience in force generation, training and military resource management, training for peace operations
Experience supporting related work in Senegal or Sub-Saharan Africa region
Retired U.S. Army or U.S. Marine Corps land forces O-5 or above, with combat arms background and experience serving on a maneuver and/or service component staff
2 years (minimum) of experience advising foreign military or government leaders
Demonstrated experience facilitating organizational change
French language proficiency in speaking and reading at the level of ILR rating of 2:2, DLAB rating of 2:2, or State Department rating of S-2:R-2
Advanced French language proficiency (3:3 or higher) is preferred.
