Senior Advisor to the Ministry of Defense , Madagascar

Culmen International is recruiting for a Senior Advisor with proven maritime security experience to support defense reform objectives of the Madagascar Ministry of Defense. This position is contingent upon contract award.

Position Description
The Senior Advisor will be embedded in Madagascar’s Ministry of Defense (MoD) to assist with the development of a maritime security strategy and operational plans and procedures. This will include assisting the MoD to assess current deficiencies and develop a set of recommendations for force re-structuring that supports the country’s national and defense strategies, and current and future requirements, to support the goals of a US Agency funding international defense reform initiatives.

Role and Responsibilities:
Assisting the MoD to develop strategy documents to advance maritime security.
Supporting the Malagasy Navy’s acquisition of larger vessels by ensuring the Malagasy have plans in place to appropriately staff and maintain vessels.
Assisting the Malagasy with overcoming implementation challenges related to their strategy and broader force realignment efforts.
Serving as a liaison to ensure that U.S. Government assistance achieves mutual objectives and is complementary to other ongoing international advisory and security assistance efforts.
Required Experience and Qualifications:
U.S. citizenship
Current security clearance (Secret at a minimum)
6+ years of relevant professional experience with a master’s degree OR 10+ years of relevant experience with a bachelor's degree. Relevant experience includes the disciplines outlined below.
Minimum rank O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14).
4 years of experience in maritime security focused on maritime security strategy development.
2 years of experience in a joint military or interagency environment.
2 years of direct experience with U.S. military human and financial resource management as a uniformed service member or civilian at the S-1, G-1/8, or J-1/8 battalion level, or higher.
Focused experience with strategy development, force structure planning, manpower/personnel planning.
Experience advising or mentoring foreign military or foreign government.
Experience providing training in an overseas environment.
Fluent in French, both conversational and professional, as assessed by a State Department score of 4 or higher, a DLPT score of 2+/2+/2+, a CEFR score of C1 or higher, or an interview with a native French speaker who can provide an assessment of fluency.
Experience writing business documents, such as reports, SITREPs, briefings, after action reviews (AARs), memoranda, letters, electronic mail, and training material, for consumption by military commanders or civilian managers.
Experience presenting briefings, SITREPs, trainings, and AARs for consumption by military commanders or civilian managers.
Ability to work on-site in Antananarivo.
