Culmen International is recruiting for a Senior Advisor with budgetary and planning experience to work with the Ministry of Defense of North Macedonia to effectively implement and establish a Programming, Budgeting, and Execution (PPBE) process, enabling the MOD and General Staff’s transformation and modernization with an emphasis on acquisition reform. This position is contingent upon contract award.
Position Description
The Senior Advisor will be embedded in North Macedonia’s Ministry of Defense (MoD) to help update North Macedonia’s Programming, Budgeting, and Execution process, and support the adoption of an integrated acquisition management approach that considers the full lifecycle of any procurement needs.
Role and Responsibilities include:
Assist the MOD and General Staff (GS) in the review and revision process, based on adopted PPBE documents (Rulebook and Manual) with the aim of evaluating the success of the existing PPBE structure and future progress
Assist the MOD with developing a more effective acquisition process and transitioning the PPBE process to be in line with the NATO Defense Planning Process and North Macedonia’s new law on defense and procurement
Identify training opportunities for civilian and military personnel who are responsible for PPBE to enhance the knowledge of key MOD personnel
Requirements include:
U.S. citizenship
Current secret security clearance
Master’s degree AND 6 years of U.S. military and/or U.S. civilian experience with PPBE, including but not limited to personnel with experience as former officers or government officials in the field of Armed Forces Acquisitions (Programming/Execution), Strategist (Planning/Programming), or Finance/Comptroller (Budgeting/Execution)
OR
Bachelor’s degree and 10 years of U.S. military and/or U.S. civilian experience with PPBE, including but not limited to personnel with experience as former officers or government officials in the field of Armed Forces Acquisitions (Programming/Execution), Strategist (Planning/Programming), or Finance/Comptroller (Budgeting/Execution)
Minimum rank of O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14)
Experience working either on Joint Staff or another Major Staff, or within the Office of the Secretary of Defense
Prior experience working or living abroad for a minimum of six (6) months
Experience advising or mentoring foreign military or foreign government
Experience working at U.S. European Command (USEUCOM) or in the European Area of responsibility
Experience working on relevant issues in an interagency environment
Strong communication skills
Prior demonstrated professional experience writing reports at the strategic, executive level, such as SITREPs, briefings, AARs, memoranda, letters, and training material for consumption by military commanders or civilian leaders.
