Sincerus Global Solutions is seeking a Senior Advisor to support the U.S. Department of State's Global Defense Reform Program (GDRP) embedded within the Fijian Ministry of Defense (MOD). The senior advisor will be responsible in assisting the Fijian MOD develop their civilian-military relations capacity.

The Global Defense Reform Program (GDRP) is a new defense reform capacity building program funded by the Department of State in close coordination with the Department of Defense that seeks to assist partner nations' security forces with providing security in an effective, transparent, and accountable manner to civilian authorities, while advancing U.S. national security objectives.

Key Strategic Areas of Interest for this position are in the Defense/Security Institution Reform Sector. Specifically the Advisor will assist the partner nation's MOD with building capacity in some of these areas:
Military/Joint Staff coordination and planning
Interagency coordination and cooperation
Legislative affairs and coordination
Military justice and legal counsel
Human Rights and Humanitarian Affairs (HA) interagency coordination
Public affairs and information management
Law Enforcement (LE) coordination
Inspector General (IG) institutions

The duties and responsibilities include but are not limited to the following:
Providing advisory and consultative services in support of GDRP initiatives and to assist Partner Nation with defining the roles, missions, capabilities, command and control, and force structure of its national defense establishment consistent with identified national objectives and strategy.
Assisting Partner Nation institutions/organizations/units with achieving sustainable institutional reform and capacity building in relation one or more core activity.
Coordinating with U.S. and foreign SMEs to assist Partner Nation development of professional, effective, and accountable systems, legal and policy frameworks, strategy, guidance, and doctrine.
Supporting implementation of US mission abroad by ensuring close and continuous coordination with US Embassy.
Supporting the GDRP mission of improving civilian management, leadership, oversight, and planning, capacities of Partner Nation.
Enhancing civil-military coordination and collaboration.

At a minimum, the Senior Advisor must possess the following qualifications: 
Master's degree in areas such as National Security, Public Policy, International Relations or a similar field AND at least six (6) years of professional experience working in the area of Civ-Mil relationships;

OR,
Bachelor's degree in the aforementioned areas AND at least TEN (10) years of professional experience working n the area of Civ-Mil relationships.
Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14). 
Minimum two (2) years' experience advising foreign military or senior government officials.
Proven success in individual and organizational capacity building and aptitude to share knowledge, mentor and coach others. 
Prior experience working or living abroad for a minimum of one year in a developing country. 
Prior demonstrated experience working in service, combatant, or strategic level headquarters (e.g., OPNAV, OSD, Joint Staff, USCG, ONI, and/or COCOM staff). 
Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.
