Secours Islamique France is looking for a Security Advisor M / F International Missions based at the NGO Headquarters in Massy (91) for the follow-up and security support of our missions mainly located in the following countries / areas: Africa, Middle East , Asia, Maghreb.
Reporting to the Director of the Department of International Programs and Operations (DPOI), you work in close collaboration with Desk Managers and Heads of Mission in the field.
Your main missions (including around 20% of travel on missions) are: Guarantee the safety of Secours Islamique France teams and goods on international missions as well as pilot the structuring and harmonization of management tools and procedures of security.
As Head of Mission Security, you are in charge of:
The establishment of a standardized framework for security management (adapted to the RIS and its specific features) and guaranteeing its use;
As such, you will have to:
* Evaluate the tools and procedures currently used, within the DPOI and on the international missions of the SIF,
* Guarantee the logistical support to the desk, to the missions including via field support missions
* Revise the existing tools and procedures and, if necessary, produce new ones,
* Set up a "mission safety pack" and ensure its proper use,
* Develop operational recommendations (general or specific) on all questions relating to team safety and SIF assets in the field,
* Carry out, as part of regular field missions, assessments of security systems and make specific operational recommendations,
* Set up a database listing security incidents,
* Support Desk Managers and Heads of Mission in their reflections on security management, and the opening of missions,
* Ensure that missions are equipped with Contextually adapted “security equipment”,
* Participate in the development of annual action plans for the DPOI and missions.
Monitoring of security issues on all SIF international missions.
* Participate in NGO coordination meetings relating to security issues,
* Be in regular contact with his counterparts working for other international NGOs, the United Nations or other actors with whom it is relevant to have contact for exchange information regarding operational security,
* Collect information on the security situation in SIF intervention areas, verify and share it within the DPOI,
* Ensure that the Heads of Missions carry out work of "networking" aimed at collecting "field" information on the security situation in the countries and areas of SIF intervention.
* Produce regular reports on the security context of each international SIF mission.
Promotion of a safety culture within SIF
As such, you will have to:
* Ensure the collection of "proof of life" from expatriates and employees departing headquarters for missions
* Provide security briefing and kidnapping of all departing expatriates, any employee of the headquarters or member of the displacing association in the field,
* Develop a "mission security" training module for DPOI employees and expatriates
* Participate in monitoring security risks related to logistics on missions
* Contribute to the moral support of teams ground
Training Bac + 3/4 in security, and or equivalent, you have field experience with a humanitarian NGO of at least 5 years, in areas with high security issues.
You are passionate about humanitarian aid, master the issues relating to the security of humanitarian operations. In addition, you have a perfect command of English, both oral and written.
