We are now looking for an adaptive, forward-leaning, Camp Management Specialist to help lead our NRC Afghanistan programme. An experienced camp management professional who can provide technical direction, conceive new programme possibilities in response to changing needs as well as ensure programme quality and accountability. The technical proficiency aside, we're looking for someone who has a flexible approach and is adaptable enough to respond (positively) to changing circumstances and expectations.

NRC AFGHANISTAN
Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces, by providing Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.
NRC Afghanistan started its Camp Management (CM) programme in Afghanistan in late 2016, in the wake of the large-scale refugee returns crisis from Pakistan. Mostly this was for Mobile Site Management and for provision of camp management services in Urban Displacement and Out-of-Camp settings (UDOC). Recently in 2018 the programme has shifted its focus to the large numbers of Afghans displaced by drought and conflict in western and north-western Afghanistan, who are largely clustered in collective and informal sites of displacement. As a second priority, the CM programme is establishing operations for the informal settlements on the outskirts of Kabul City. The programme is building momentum and greater buy-in.

ABOUT THE POSITION

The purpose of the Camp Management (CM) Specialist position is for the development of the NRC Afghanistan Camp Management programme, its strategic direction, and quality assurance.
The Camp Management Specialist will report to the Head of Programme and will work directly with (but not line manage) one international CM Project Manager, two Afghan CM Coordinators, and their respective teams, all across three of NRC Afghanistan’s five area offices.

Responsibilities:
Develop CM in-country capacity, relevant contextualized programmatic and technical guidance, and CM strategy including Theory of Change and macro logframe
Compliance with and adherence to NRC policies, guidance and procedures
Contribute to fundraising, development and revision of proposals, budgets and donor reports
Follow up on compliance with contractual commitments within CM, ensuring high programmatic quality and collaboration in project implementation
Provide direction on CM and technical project implementation support
Ensure that key learning is extracted from CM implementation, and shared and incorporated in programme and staff development processes
Provide systematic training and build the capacity of staff
Represent NRC in relevant forums/clusters, including with national authorities and donors
Promote the rights of IDPs/returnees in line with the advocacy strategy
Provide programmatic direction and project implementation support for Camp Management projects in Western Region (drought displacement response in non-formal and semi-formal camps) and Central Region (informal settlements and urban displacement)
Support start-up of new programmes, including the development of UDOC approaches to complement/integrate with the informal camp response in West Region
Be a focal point for cross-cutting issues of community engagement and urban displacement and out-of-camp programming, including coordinating the development of practice, analysis, and research


Support coordination of Camp (Site) Management activities in Afghanistan through relevant coordination fora, such as Site Management Task Force and Community Engagement Working Group

WE ARE LOOKING FOR YOU IF YOU HAVE:
Minimum four years of experience within technical expertise area (CM) in a humanitarian / recovery context
Experience from working in complex and volatile contexts
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Experience with the start-up of programming & implementation
Staff capacity building/training experience
Knowledge of the context in Afghanistan (an added advantage)

ADDITIONAL INFORMATION:

This position is open to both Afghani nationals and all other nationalities as well. The contract terms will either be the NRC Afghanistan Terms of Employment or the NRC International Staff Terms of Employment.
This is an unaccompanied post/non-family duty station, with shared housing/ accommodation of moderate standard. Due to the unstable security situation, recreational and social facilities are limited. All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
An approved health certificate will be requested before contract start. Selected candidate need to provide certified University diplomas prior to applying for a visa to Afghanistan.
NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
