Job Description


The International Rescue Committee is a major player in humanitarian aid and post-conflict development in the Democratic Republic of Congo. IRC began working in the Democratic Republic of Congo in 1996 to meet the humanitarian needs of populations affected by armed conflict in the east of the country. Currently, IRC works in the areas of health, governance and community reconstruction, protection and empowerment of women, emergency response, child protection and education.


Job description.


The main objective of the Security Officer and Humanitarian Access post is to contribute to the proper implementation of projects while limiting security risks for staff and equipment. This task will be carried out through:


The collection of security information in IRC intervention areas in the so-called "little north" part of the province of North Kivu through the development and maintenance of contact networks with the various actors (state and non-state ) present in the area of ​​responsibility;
Strengthening local acceptance of the IRC;
Raising staff awareness of security risks as well as training project teams on existing security risks and the mitigation measures implemented by IRC;
Continuous analysis of risks that could affect IRC personnel, activities and equipment;
The Safety Officer will work under the supervision of the Safety and Security Manager to whom he reports for all the tasks accomplished.
Responsibilities


1. Information and Analysis


Participate in maintaining a reliable network of collaborators in the field, who will be able to regularly inform the IRC of major developments in the security and social context in the intervention areas of IRC programs in North Kivu, particularly in Petit Nord in the territory of Nyiragongo, Rutshuru, Masisi, and Walikale;
Update a regular and reliable contact book in the small north and its outskirts;
Proactively seek information from IRC partners and collaborators on the evolution of the security and social context in program intervention areas;
Participate, during field visits, in security-related meetings organized by partner teams, local authorities or the United Nations;
Write, at the request of the Manager and / or the safety coordinator, the reports / minutes of the safety meetings;
Attend security meetings called by local authorities, OCHA, and / or once delegated by the hierarchy;
Regularly report to the Security Manager of the security situation prevailing in the areas where IRC staff are deployed.
2. Tools and Procedures


Participate in the development and updating of security management tools in Petit Nord-Kivu, and particularly in IRC intervention areas;
Disseminate IRC security management tools to support programs and services;
Assist the safety and security manager in monitoring the application of security management tools;
Recall on a quarterly basis, and according to the needs of the teams, the security management procedures that are in force within IRC as well as their strict application;
Ensure that IRC staffs with communication equipment use them in accordance with the procedures in force and respect the communication protocols during the transmission of messages;
Ensure the application of security procedures / protocols by staff members
3. Program support


Participate in each field mission preparation with the program and support service teams;
Advise program and support services teams on security management during the preparation and execution of field missions;
Monitor program and support teams during field missions, in particular vehicle movements, and report any anomalies to the hierarchy;
Support the site manager in the management of security incidents;
Participate in circumstantial investigations related to the non-compliance with safety standards by the teams;
Participate in circumstantial investigations related to losses and / or mismanagement of materials / equipment by IRC staff.
4. Security assessments


Participate in the assessment of the security situation in intervention zones as well as in the new IRC intervention sites;
Participate in any other assessment of the security situation requested by the hierarchy for practical arrangements.
5. Training and Briefings


Conduct ad-hoc training for staff on the main risks identified;
Lead the orientation of new staff members as well as visitors arriving in Petit Nord-Kivu;
Organize regular briefings to inform staff of the local security environment.

Qualifications

University degree or equivalent professional experience;
At least 3 years in roles related to humanitarian programs or operations in high-risk environments. A role in risk management, community awareness or program continuity would be a plus;
Excellent command and ability with Excel, Word, and Outlook, with great efficiency;
Good organizational skills, including managing and prioritizing several tasks at once;
Strong independent and teamwork skills; demonstrated communication and interpersonal collaboration skills;
Honest, rigorous, conscientious, demonstrating strong ability to respect and enforce deadlines and procedures;
Be able to handle stressful and unpredictable situations, as well as find creative solutions;
Good synthesis and writing skills;
Fluency in French, Swahili and Lingala. knowledge of English would be an asset;
Good knowledge of the Province of North Kivu
