We are looking for the Operations Department:
A regional security representative - Pool South Africa, West Africa and France (M / F)
(Based in Paris 17 th )
Based at headquarters, in Paris (17th arrondissement) within the South Africa, West Africa and France Pool, you will work in the following countries: Burkina Faso, Côte d'Ivoire, Liberia, Madagascar, Sierra Leone, Zimbabwe.
Mission : Directly attached to the Regional Director of Operations (DRO) of the South Africa, West Africa and France region, you will participate in the contextual analysis and understanding of the political and security dynamics of the region to improve management security and safety in the field, support the operational security management of the teams on site, participate in incident management, conduct security validations and kidnapping briefings for expatriates leaving in the field, and provide back up if needed. More precisely :
· You develop contextual analysis based on political news and security (local, national, international) that affects NGOs (international, French, etc.). You will analyze the potential changes in the area as well as political changes, armed groups, power, etc. to prevent potential attacks and their impact for Action Against Hunger (ACF). You will carry out a mapping to understand the roles of national and transnational actors in each country of the region as well as external states.
· You support the operational security management of field teams : contribute to establishing security plans (tools and methodology), definition of security measures as well as the emergency plan, monitoring of updates, verification of security plans before final validation, check that the security measures are in place and correctly disseminated,
· Contribute to the management of incidents (monitoring, reporting via tools - such as SIRO -, sharing information with the people / teams concerned) by analyzing post-incident actions, making recommendations, and preparing teams for the management of critical incidents and crises.
· You will be the functional manager of security managers in the field and you will participate, in collaboration with the DPs, in the definition of the action plan (PoA) to ensure technical consistency. You will ensure regular individual points with security managers to provide technical support.
· You participate in the recruitment of security personnel on mission as well as in the training of field personnel in security-related risks. In collaboration with the Regional HR Referents, you will contribute to the implementation of a HEAT (Hostile Environment Awareness Training) training plan.
· During field visits to support the missions, you will help to improve security management in the field . You will make recommendations on actions and strategies to develop, strengthen and / or maintain a network of key players, while identifying constraints, opportunities and potential risks. You will define access strategies and you will participate in negotiating access on the ground as well as obtaining security guarantees when possible. If necessary (travel, absences and / or leave) you will provide the back-up of the DRO security perimeter. In the event of an emergency, you will ensure the temporary provision of a Safety Referent gap in the field.
Profile sought : You have at least 5 years of experience in a position related to personnel and organizational security, risk assessment, security management and security awareness, especially in insecure and unstable environments.
You also have experience in training and capacity building in safety and security, and you master the tools and methodology of security management.
You have knowledge of the Sahel contexts if possible
You are recognized by your context analysis, planning and strategy to set up reports (concise and succinct). You have very good capacities to build and maintain a network.
You are sensitive to the peculiarities of the local culture in order to adapt your communication and your posture according to the interlocutors.
Fluency in French and English (written and oral) is essential to fill this position.
Status **: Executive - Permanent contract - Full time **
Salary conditions: From 38 to 45 K € gross annual over 13 months according to experience, 21 days of RTT, 20 days of telework per year (within the framework of ACF's telework policy, after managerial agreement), restaurant vouchers at 8 € (60% reimbursement by ACF), complementary health care (80% reimbursement by ACF), 50% reimbursement for public transport. **
